Scope of Work and Position Responsibilities [Job Description]
Mission Objective:
The Army Aviation Center of Excellence (AVCOE) enables TRADOC's aviation mission to recruit, train, educate, and develop the Army while establishing standards to ensure readiness for any battlefield now and into the future. The IT support services contract consolidates eleven critical IT functions under a single vehicle, providing economies of scale for customer support, video conferencing, system administration, cyber security, and other essential IT services across all AVCOE organizations. As Assistant Program Manager, you will support mission success by assisting with contractual coordination, managing cross-functional IT teams, and providing day-to-day technical leadership while ensuring compliance with government regulations and industry best practices to maintain the effective provisioning, delivery, maintenance, and retirement of mission-critical IT systems and programs.

Position Responsibility:
- Assist the Program Manager in serving as the primary point of contact for contractual matters, facilitating coordination with the Contracting Officer Representative.
- Support the development and implementation of strategic plans to enhance IT service delivery and support the mission-critical operations of the Army Aviation Center of Excellence.
- Ensure compliance with government regulations and industry best practices, including ITIL, to optimize service delivery and customer satisfaction.
- Manage and coordinate cross-functional teams focused on Audio/Visual Support, Systems Administration & Cloud Support, Customer Service Support Center, Cyber Compliance & Support, and Application Development & Maintenance.
- Communicate project needs and progress to government stakeholders, providing updates on project status and performance metrics.
- Assist in developing and maintaining a Quality Control Plan to ensure the consistent delivery of high-quality services in accordance with the Performance Work Statement.
- Provide leadership and guidance to IT personnel, fostering a culture of continuous improvement and professional development.
- Manage financial resources effectively, ensuring adherence to budgetary constraints and optimizing resource allocation across IT projects.
- Identify and mitigate risks to project timelines and deliverables, implementing proactive measures to ensure successful project outcomes.
- Implement procedures to identify, prevent, and ensure non-recurrence of defective services, maintaining a focus on continuous improvement and quality assurance.
- Oversee the operational planning, establishment, execution, and evaluation of multifaceted programs and projects.
- Serve as a principal point of representation and liaison with external constituencies on operational matters.
- Provide day-to-day technical and professional guidance and leadership.
- Ensure the effective and efficient methods for the provisioning, delivery, maintenance, and retirement of IT systems and programs.
Minimum Required Qualification: [These qualifications are mandatory for consideration]
Experience:
- 7 years of experience managing IT operations within the Department of Defense
- Developing written and verbal presentations to Senior Ranking Government officials.
- Education: B.S or B.A Degree in an IT Field
- Certifications: Certified Associate in Project Management (CAPM) equivalent or higher
