About the Role
The Project Manager will oversee all phases of the project lifecycle including planning, execution, stakeholder communication, vendor coordination, and risk management. This role requires strong experience with Medicaid Enterprise Systems (MMIS), vendor management, and delivering large-scale IT projects in complex government or healthcare environments.
Key Responsibilities
  • Lead and manage the PEMS Plus Credentialing project, ensuring integration of credentialing applications into PEMS.
  • Develop, maintain, and monitor project timelines, critical paths, and dependencies.
  • Facilitate efficient project meetings, document key decisions, and track deliverables.
  • Provide clear status updates, risk assessments, and mitigation strategies to leadership, vendors, and project teams.
  • Collaborate with internal and external stakeholders including program leaders, IT staff, MCOs/DMOs, and external vendors.
  • Coordinate activities with PEMS Sprint Teams and Provider Services to align timelines and deliverables.
  • Ensure all project documentation, schedules, and communication plans are accurate and up to date.
  • Apply professional judgment and creativity to solve complex issues, ensuring timely delivery of quality results.
Minimum Qualifications
  • 8+ years of experience managing large-scale IT projects including system integration, procurement, and vendor management.
  • 7+ years of experience with Medicaid Enterprise Systems (MMIS) and Medicaid business operations.
  • Strong ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Proven track record of managing projects with tight deadlines and high visibility.
  • Expertise in project planning, facilitation, and cross-project dependency management.
  • Skilled in conducting stakeholder meetings and facilitating discussions with diverse groups.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project, Teams, Outlook).
  • Exceptional communication, analytical, problem-solving, and coordination skills.
  • Project Management Professional (PMP) certification (or equivalent recognized project management certification).
Preferred Qualifications
  • Knowledge of Texas Medicaid programs.
  • Experience with Texas Health and Human Services programs.
  • Familiarity with provider enrollment systems.
  • Scrum Master certification.
