Senior Technical Strategist

Role Overview:

Responsible for delivering Independent Verification and Validation (IV&V) services for select ITIF-funded initiatives. This role focuses on evaluating project health, risk management strategies, deliverable quality, and compliance with relevant standards and frameworks. The position plays a key part in identifying and escalating risks or opportunities to the Enterprise Project Management Office (EPMO) and executive leadership, while supporting risk mitigation and oversight across individual projects and the broader portfolio.

Key Responsibilities:

• Deliver IV&V services for ITIF-funded technology projects.
• Evaluate project status, risk posture, deliverables, and adherence to applicable methodologies and standards.
• Identify critical risks and opportunities, and escalate findings to the EPMO and client leadership as needed.
• Contribute to proactive risk mitigation and oversight at both project and portfolio levels.
• Prepare detailed assessment reports and executive-level briefings.
• Collaborate with stakeholders to ensure transparency, compliance, and successful project delivery.

Requirements:

• Minimum of 5 years experience in IT project management, ideally on large-scale and complex technology programs.
• At least 5 years providing IV&V services or equivalent quality assurance support.
• Proven track record working on high-profile, politically sensitive initiatives within the public sector or other regulated industries.
• Strong knowledge of project management frameworks (e.g., PMI PMBOK), risk assessment methodologies, and QA best practices.
• Excellent analytical skills with the ability to produce professional, insightful reports and presentations.
• Exceptional written and verbal communication skills.
• Demonstrated ability to objectively evaluate project health and recommend actionable improvements.

Education & Certifications:

• Bachelor s degree in Information Technology, Business Administration, Project Management, or a related discipline (required).
• Project Management Professional (PMP) certification (preferred).
• Additional certifications such as Certified ScrumMaster (CSM) or Certified Quality Auditor (CQA) are considered a plus.
