COBOL Lead Developer 12+ Years Experience

Location: Albany, NY (Onsite 40 N Pearl St)

We re hiring an experienced COBOL Lead Developer for a long-term government project based in Albany, NY. Ideal candidates will bring strong expertise in legacy systems, COBOL development, and technical leadership.

Key Requirements:

Mandatory Qualifications:

  • 12+ years of IT experience with 7+ years in COBOL (COBOL-74, COBOL-85).

  • 2+ years in a leadership role on complex development projects.

  • 5+ years in system analysis, design, programming, and testing.

Preferred Skills:

  • 7+ years in batch & real-time programming environments.

  • 5+ years monitoring production, debugging, and resolving system issues.

  • Strong documentation and code walk-through abilities.

  • Proven track record of extracting business logic from legacy code.

  • Experience with data dictionaries, database structures, and source code analysis.

  • Prior work with New York State IT departments.

  • Experience supporting EBT systems & card issuance applications.

Job Responsibilities:

  • Analyze existing production systems and correlate technical components with business functionality.

  • Develop and maintain COBOL-based legacy systems.

  • Extract and document business rules from legacy code.

  • Coordinate with team members, architects, and stakeholders to deliver robust solutions.

  • Serve as a Subject Matter Expert (SME) through all SDLC phases.

  • Monitor and debug production issues efficiently.

  • Deliver detailed documentation for knowledge transfer and audit purposes.

  • Participate in project planning, reporting, and ongoing status updates.
