?Mandatory Qualifications:
Project Management Professional (PMP) Certification by the Project Management Institute (PMI).
Certified Scrum Master.
Minimum of five (5) years in project management to principally support project and portfolio management.
Minimum of five (5) years experience in project management of large-scale technology-based projects that have a robust project portfolio.
Minimum of four (4) years experience managing a project, resulting in business change.
Minimum of two (2) years of experience working with either Medicare, Medicaid or a large commercial health care payor. This experience may be substituted for a minimum of three (3) years PM experience in the health care industry.
Desirable Qualifications:
Knowledge of DHCS, CA-MMIS environment, projects, and culture.
Familiarity with Health Information Portability and Accountability Act (HIPAA) standards.
Experience with large projects with many interdependent technologies, organizations and business processes.
Experience with development of procedure manuals, process improvement, change management, and/or business continuity.
Experience and knowledge of Agile Scrum project management methodology.
Experience and knowledge of Medi-Cal business rules.
Experience with using and configuring SharePoint.
For the Business Analyst roles, a minimum two (2) years of experience developing and/or reviewing portfolio management activities.
For the Business Analyst roles, a Project Management Professional (PMP) Certification by the Project Management Institute (PMI).
For the Business Analyst roles, a Certified Scrum Master.
Skills to apply current standards for operating a centralized project management office.
Skills to create and deliver project management deliverables and meetings needed to centralize the CA-MMIS project portfolio.
Skills and knowledge to ensure multi-vendor compliance with the CA-MMIS Division standards, policies, guidelines and guardrails, the CA-MMIS Project Management Framework (CPMF), and the CA-MMIS Service Management Framework (CSMF).
