Program Manager
Overview:
The Program Manager will oversee the successful execution of a Federal Transportation Program. This position is responsible for managing the overall program, ensuring compliance with contract requirements, responding to task orders, and leading the program to deliver high-quality, timely, and efficient software engineering solutions.
Responsibilities:
- Serve as the primary point of contact for the Customer and stakeholders.
- Manage all program-level activities, including planning, scheduling, budgeting, and performance monitoring.
- Lead and coordinate responses to task orders, ensuring alignment with program objectives and client requirements.
- Oversee and provide guidance for technical leadership, staffing, and resource allocation.
- Ensure compliance with Customer modernization goals, including transitioning from legacy systems to modern, iterative development methodologies (e.g., Agile, DevOps, DevSecOps).
- Implement and maintain alignment with Customer’s Enterprise Program Management Review framework.
- Facilitate cross-functional team collaboration and coordinate with subcontractors to ensure seamless task execution.
- Regularly report on program performance, risks, and deliverables to stakeholders, ensuring alignment with Customer’s vision and objectives.
- Drive continuous improvement initiatives to enhance program effectiveness and efficiency.
Experience:
- Minimum of 10 years of experience in program management, with at least 5 years managing federal government IT projects.
- Demonstrated experience working on federal Transportation projects or programs, with an expert understanding of application modernization strategies and policies.
Education:
- Bachelor s degree in Computer Science, Information Technology, Engineering, or a related field. A Master s degree is preferred.
Certifications:
- Professional Transportation Planner (PTP) certification
- Certified Transportation Professional (CTP)
- Certification in Transportation and Logistics (CTL)
- Project Management Professional (PMP) certification or equivalent experience.
- Agile certifications (e.g., SAFe, Scrum Master) are a plus.
Technical Knowledge:
- Understanding of iterative development methodologies (e.g., Agile, Scrum, DevOps, DevSecOps).
- Familiarity with digital transformation programs.
- Knowledge of software engineering best practices, cybersecurity, and application development standards.
Skills:
- Strong leadership, communication, and organizational skills.
- Proven ability to manage complex projects with multiple stakeholders.
- Expertise in risk management, financial management, and task prioritization.
- Proficiency in project management tools and methodologies.
Additional Desirable Attributes:
- Experience managing large teams, including recruitment and onboarding in fast-paced environments.
- Familiarity with emerging technologies, such as IoT, AI/ML, blockchain, and low-code/no-code platforms.
Location and Work Environment:
- This position may require occasional travel to Customer locations for meetings or reviews.
- Teleworking arrangements may be available based on program requirements.
