Job Description:

CSRA State and Local Solutions LLC has an opening for the position of Software Developer Advisor (Ref# SDA519KM).

Work Location: 150 Broadway, Menands, NY 12204. Position may telecommute/work remotely 80% of the time.

Job Duties: Lead the research, design, development, and modification of Health Exchange systems and applications. Build and maintain highly complex, high-volume, large scale, scalable, maintainable, and extensible software on a Java/J2EE application stack using full software development life-cycle (SDLC) methodology from concept, design, and documentation to testing, ensuring specification compliancy and adhering to coding standard. Design, document, and develop enhancements and change requests to the Health Exchange system. Write and deliver well designed, testable, efficient code ensuring designs are compliant with specifications. Collaborate across various development team tracks and with other functional area teams to obtain and share information. Perform defect triage analysis, defect root cause analysis, defect solutions determination, and defect remediation. Provide timely communication on task status. Conduct quality assurance activities such as peer reviews. Remain abreast of, and research industry technical trends and new developments to maintain skills and remain current with industry standards. Analyze user/business needs and functionality to plan and design software systems to meet those needs. Participate in design sessions to understand the change requests, enhancements, and design needs. Participate in meetings with the client, management, and staff on application analysis results and solution recommendations and implementation. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Evaluate interface between hardware and software, operational requirements, and characteristics of overall system. Plan and implement modifications and upgrades to system configuration to improve utilization based on analysis of application and production requirements. Apply advanced technical expertise in Java/J2EE technologies and understanding of requirements to develop technical solutions to complex problems. Provide technical leadership and guidance to new development team members or less-experienced developers. Drive team development efforts towards successful project delivery. Set and communicate targets and expectations for the team. Maintain high standards of software quality. Maintain documentation to support software development policies, standards, and procedures. Use of Java/J2EE, Spring, Hibernate, JavaScript, jQuery, HTML, CSS, Angular, JSON, Ajax, XML, Eclipse, JBoss, Tomcat, SQL, PL/SQL, Maven, Ant, Jenkins, JUnit, Oracle, MySQL, SQL Server, DB2, and Windows.

Requirements: This position requires a Master's degree or foreign academic equivalent in Computer Science, Computer Engineering, Information Technology, Information Systems, or a related field. Plus 6 years of experience in the job offered or a related occupation including Programmer Analyst, Lead Delivery Associate, Project Associate, or related experience. Will accept a Bachelor's degree in any field of study plus 8 years of progressive experience in lieu of the required education and experience. Position requires 4 years of experience with Health Exchange systems/applications, Java/J2EE, Spring, Hibernate, HTML, CSS, Eclipse, JBoss, Maven, JUnit, SQL, and DB2. Will accept any suitable combination of education, training, or experience as per the requirements cited herein. 40hrs/week.

Salary: $ 152,250 / year

The likely salary range for this position is $129,412 - $175,088. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
