Project Overview
The South Carolina Department of Health and Human Services, as the state Medicaid Agency, is required to develop and maintain Information Security Plans, Policies, Standards, and Procedural documents and related artifacts to ensure compliance with Federal, State, and Agency requirements. OCS is seeking an RSA Archer Administrator, to build, customize and deploy the SCDHHS Archer Application using existing Archer use cases.
Duties/Responsibilities

Customize RSA Archer for SCDHHS based on business requirements from stakeholders.

Use previous Archer project experience and RSA best practices to recommend when out-of-the-box use cases are enough or when customizations are needed.

Advise stakeholders on the amount of customization required for each use case.

Develop, test, and deploy Archer applications in development, test, and production environments using RSA Archer packaging tools.

Learn and understand the Archer use cases owned by SCDHHS to help the agency get the most out of RSA Archer.

Stay organized and work independently in a fast-paced environment, managing multiple quality deliverables with different deadlines.

Be a self-starter and creative problem solver with the flexibility to quickly learn new products and technologies.
Essential Responsibilities

Collaborating with SCDHHS stakeholders in applying process and functional requirements to application design modifications

Providing design and development of reporting dashboards and iView s to SCDHHS stakeholders

Integrating data feeds into Archer

Working with SCDHHS stakeholders configuring and/or customizing RSA Archer 6.x

Implementing RSA Archer out of the box as well as leading design and analysis for customizations and On Demand applications for SCDHHS Stakeholders

Possessing strong analytical and problem-solving skills in application calculations and cross references

Being responsible for day-to-day technical administration of the RSA Archer platform

Leading the administration of items such as user accounts, data feeds, workflow, and report access.

Having previous experience working with Archer LDAP integration with Active Director
Education and Certification
Bachelor's Degree or an equivalent combination of education and at least five (5) years of Archer Admin experience may be considered.
Required Certificates:

RSA Archer Certified Associate

RSA Archer Certified Professional
Required Experience

5 years of experience designing, developing and deploying advanced RSA Archer Solutions and components

5 years of Software Development Lifecycle (SLDC) experience

Experience supporting a production RSA Archer environment in a multi-environment configuration as an Application Administrator

Requires extensive experience with development, implementation, and configuration of Advanced Workflows, Dashboards, Data Feeds, iView's, Reports and Use Cases

Ability to convert business requirements into applicable Archer applications

Self-discipline/self-directed with minimal oversight

Experience with FISMA, NIST, security, and privacy standards
Preferred Experience

Knowledge of Healthcare and HIPAA with specific attention to compliance requirements is a plus

5 plus years of experience within information security, compliance or risk management

Understanding of compliance reporting practices and methodologies

Project management skills a plus
