Job Description

The Oracle Health Application and Infrastructure (OHAI) team is building a cutting-edge, unified data platform (OHAIDP) to address critical challenges in data fragmentation and reporting. OHAIDP is designed to centralize data across multiple platforms, streamlining access, and ensuring compliance with Federal data privacy requirements (HIPPA, GSPR, etc.). Our mission is to centralize key operational data, providing a definitive source for understanding and improving the operational maturity of OHAI.

As an IC4 APEX Application Developer, you will play a key role in designing and developing robust, scalable Oracle APEX applications that empower teams across OHAI with operational insights. You'll work closely with data engineers, DBAs, DevOps, and product owners to ensure a seamless and secure flow of data from ingestion to visualization. You'll also support the migration of legacy reports (e.g., PowerBI) to modern web-based applications using APEX and Oracle Analytics Cloud (OAC). In this role, you're expected to bring full-stack SDLC expertise and infrastructure-awareness to deliver performant, secure, and maintainable solutions.

This role also includes supporting teams within the Service Operational Excellence Engineering organization, providing the necessary application support and services for data collection, processing, and management. Key Responsibilities

Oracle APEX & Application Development
  • Design, develop, and maintain low-code applications using Oracle APEX
  • Implement intuitive user interfaces and secure access controls for internal tools
  • Build and integrate REST APIs and microservices to support dynamic data applications
  • Translate functional requirements into scalable, performant solutions
  • Knowledge of Analytics Cloud Reporting and Implementation a nice to have.

Cloud Architecture & DevOps
  • Develop and deploy applications in Oracle Cloud Infrastructure (OCI) and/or multi-cloud environments (AWS, Azure, Google Cloud Platform)
  • Build CI/CD pipelines for APEX deployment and infrastructure provisioning using tools like Terraform
  • Apply cloud best practices for availability, monitoring, and cost-efficiency

Database Design & Administration
  • Write and optimize PL/SQL procedures, views, and queries for APEX-backed applications
  • Collaborate with DBAs to maintain data integrity, availability, and performance
  • Support schema design and tuning for analytical and transactional workloads
  • Strong Data Modelling experience to translate business requirements as a technical application solutions.

Infrastructure & Operational Tooling
  • Support infrastructure management for APEX hosting environments
  • Contribute to automation and scripting (e.g., Bash, Python, Ansible) for app deployment and maintenance
  • Work within Agile teams (Scrum, Kanban) and contribute to architecture documentation and SOPs

Leadership & Collaboration
  • Independently operate as a technical lead on application workstreams with minimal supervision
  • Partner with stakeholders to understand business needs and drive technical solutions
  • Contribute to platform design discussions, and mentor junior developers where appropriate

What You Bring
  • Hands-on development with Oracle APEX (3+ years).
  • Strong experience with application services on Cloud IaaS platforms: OCI, AWS, Azure, or Google Cloud Platform
  • Deep knowledge of Oracle Database technologies (ADB & Traditional), application integration, PL/SQL and query tuning.
  • Familiarity with Terraform, DevOps practices, and application CI/CD pipelines
  • Knowledge of regulatory environments like HIPAA and GDPR
  • Exceptional analytical and troubleshooting skills with a proactive mindset towards service reliability and optimization.

Responsibilities

As a member of the software engineering division, you will analyze and integrate external customer specifications. Specify, design and implement modest changes to existing software architecture. Build new products and development tools. Build and execute unit tests and unit test plans. Review integration and regression test plans created by QA. Communicate with QA and porting engineering to discuss major changes to functionality.

US: Hiring Range in USD from: $80,500 to $223,400 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
