About the Role
Client s Project Management Center of Excellence (PM COE) is seeking a highly skilled and experienced High-Risk Project Manager to provide program assurance, project oversight, and strategic advisory support for a portfolio of high-visibility, high-risk IT projects. This individual will play a critical role in managing agency projects and initiatives aimed at improving project performance and reducing systemic risk across local and state government entities.

Key Responsibilities
  • Project Management & Oversight
    • Manage multiple high-risk IT projects through the full project lifecycle (initiation, planning, execution, monitoring, and closure)
    • Ensure projects are delivered on time, within scope, and within budget
    • Lead day-to-day project operations, including task management, status reporting, issue resolution, and stakeholder communication
  • Risk Management
    • Identify, assess, and monitor risks associated with high-risk projects
    • Support the development and implementation of mitigation strategies
    • Contribute to the creation of enterprise-level risk dashboards and reporting tools
  • PM COE Support
    • Assist in the development of the PM COE mission charter and perform needs assessments to align with agency priorities
    • Support the creation of risk management training materials for high-risk project environments
    • Provide coaching and mentoring to project teams on risk-aware project practices and PM best practices
  • Stakeholder Engagement
    • Coordinate and collaborate with cross-functional teams, including agency stakeholders, local government entities, and third-party vendors
    • Ensure project goals align with broader organizational strategies and objectives

Preferred Qualifications
  • Proven experience managing complex, high-risk IT projects in public sector or government environments
  • Strong understanding of project and risk management principles, methodologies (e.g., PMI, Agile, Waterfall), and tools
  • Exceptional communication, leadership, and interpersonal skills
  • Demonstrated ability to mentor, influence, and guide project teams and stakeholders
  • Proficiency with project management and reporting tools (e.g., MS Project, Power BI, Jira, Smartsheet)

Education and Experience
  • Bachelor s degree in Information Technology, Business, Public Administration, or a related field (Master s degree preferred)
  • PMP, PgMP, or equivalent project management certification strongly preferred
  • Minimum of 7 years of IT project management experience, with at least 3 years in a high-risk or complex project environment
