Job Title: Senior Technical Specialist ESDD Business Analyst & Test Support
Duration: 12 Months
Location: Hybrid 3 days onsite in Sacramento, CA
Overview:
A government agency is seeking a Senior Technical Specialist to function as an expert-level business analyst and tester for enterprise on-premise and cloud applications. This role will lead efforts to enhance system and sub-system functionality by performing comprehensive business analysis, functional design, test support, and User Acceptance Testing (UAT) coordination with program Subject-Matter Experts (SMEs).
Key responsibilities include facilitating Joint Application Requirements (JAR) and Joint Application Design (JAD) sessions, creating and maintaining business and system documentation, and supporting defect tracking and resolution. The consultant will also be responsible for developing and executing test plans, and creating Business Intelligence (BI) dashboards to support data-driven decisions.
Project Scope & Tasks:
Deliverable 1: Business Analysis for Enterprise Applications
Lead analysis and design efforts for enhancements to various enterprise systems and subsystems.
Facilitate and guide JAR/JAD sessions with stakeholders, including developers, testers, and program representatives.
Develop and maintain business requirements documents (BRDs), functional design documents, and requirements traceability matrices.
Create Power BI dashboards to support analytical insights and business decision-making.
Deliverable 2: Test Support for Enterprise Applications
Support testing personnel in the development of test scenarios and scripts.
Execute test scripts, identify and document system defects, and assist in resolution.
Provide test results and participate in triage sessions with IT and program teams.
Collaborate across functional teams to ensure successful UAT support.
Deliverable 3: Knowledge Transfer
Provide detailed knowledge transfer for change requests, design artifacts, and test documentation.
Conduct collaborative documentation efforts, cross-training sessions, and job shadowing as needed.
Participate in regularly scheduled meetings to review documentation and ensure the proper transition of knowledge to internal staff.
Ensure documentation includes best practices, technical lessons learned, and is stored in the designated file repository.
Throughout the duration of the contract, the consultant will be expected to produce regular deliverables including project status updates, business process documentation, triage reports with resolutions, test cases, test outcomes, and meeting minutes. All documentation must be reviewed with the contract manager and properly archived.
Minimum Qualifications:
Business and Technical Writing: At least 9 of the last 12 years must include experience in documenting business requirements, use cases, and design specifications.
Business Process Reengineering (BPR): Minimum 9 years (within the last 12), including at least 5 years performing gap analysis between current and future state processes.
Data Processing and Analysis: At least 9 of the last 12 years in high-volume data processing and analysis.
SQL & Oracle: At least 7 of the last 10 years of experience with Oracle 11g or 19c, including hands-on writing and troubleshooting of SQL queries.
Testing & UAT Support: A minimum of 5 years (within the last 10) involving regression testing, test case and script development, and UAT coordination.
Power BI: At least 7 of the last 10 years of experience building reports and dashboards using Power BI.
Cloud Testing: Any experience with cloud testing (Azure or AWS) is a plus.
Domain Knowledge: Experience working with public pension systems or government health benefit programs is preferred but not required.
