General Statement of Duties

Primary responsibilities include the day-to-day and strategic management of staff, projects, and resources within the Police, Emergency Communications, and Sheriff IT Support team within the centralized IT Department. This includes oversight of a Service Desk dedicated to public safety support; management of numerous internal and commercial applications and systems; and coordination of technology projects for Public Safety operations. This team also works with other Public Safety IT Development and Support teams to unify Public Safety support in a newly developed Public Safety IT section of the centralized IT Department.
Essential Duties
This position serves both as the Service Desk Manager and Project Manager for a team supporting the technology initiatives for Henrico Police, Sheriff's Office, and Department of Emergency Communications. The team includes one subordinate manager, service desk staff, developers, and other technical roles.
The ideal candidate will have experience in project management; implementation and administration of a service desk; data analysis and reporting; business process analysis; procurement; and the implementation of technology solutions to address department needs and challenges. It is highly preferred that the candidate also have experience working with or for Public Safety organizations. The goal of this team - and Henrico IT as a whole - is to implement technology solutions that improve operational efficiency and service delivery.
The manager and team are tasked with modernizing processes, unifying support and policies, and identifying areas to improve reliability and efficiency. They will manage multiple, concurrent projects of varying scope - from single-department efforts to County-wide implementations. This team is also responsible for ensuring that supported applications, servers, and databases are upgraded according to schedule and kept in compliance with vendor support requirements and IT standards.
While the position is primarily focused on Police, Emergency Communications, and Sheriff's Office, this team is part of a larger Public Safety IT section and will work closely with other teams that support Henrico Fire and Emergency Management & Workplace Safety (EMWS) and a software development team for all Public Safety agencies. This team will collaborate closely with these teams to leverage shared resources across the central IT Department and pursue enterprise-level solutions where appropriate.
This position requires excellent communication and interpersonal skills. Computer and technology skills should include the Microsoft 365 suite, web technologies, IT security best practices, CJIS compliance, Active Directory and an understanding of the interactions between IT networks, servers, and databases.
Candidates should demonstrate the ability to:
Minimum Qualifications
Four (4) year degree in a relevant IT field and eight (8) years of progressively more complex and responsible experience relevant to assigned IT functional area(s) of responsibility, including two (2) years of previous supervisory experience; Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Additional Information
The expected hiring range for this position is $109,889 - $120,693.
A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
May require of a valid driver's license to provide support at locations Countywide. May require other certifications relevant to assigned IT functional area(s).

- Analyze problems, identify alternative solutions, evaluate potential impacts, and formulate recommendations.
- Anticipate and mitigate risks before they affect operations
- Coordinate complex system deployments across technical staff, vendors, and departmental stakeholders.
- Utilize various computer applications at an advanced level.
- Interpret and explain processes, procedures, and maintain effective working relationships with County staff, contractors, vendors, and other stakeholders.
- Assists with, or performs, budget-related tasks such as preparing budgetary projections, requesting quotes, submitting purchase requests, invoicing, processing hardware and software orders, and ensures the proper tracking of IT assets and inventory.
- Supervise staff through effective scheduling, training, workload distribution, and performance management.
- Oversee the integration of software, hardware and related components into centralized IT supported systems and ensure effective equipment and software use and preventive maintenance.
