Client: Lumen
Job Title: Outside Plant Fiber Engineer
Contract Type/Length: Long Term Contract until 2025
Hourly and Salary Pay Rate Range: $48.07-$56.73 and $100,000-$118,000
Required Clearance: At least a Secret clearance if you have an active Top Secret it would be ideal.
Interview Process: One step interview with a four person panel. (The panel will not make a final decision for 7-10 days)
Hours of Operation/Location/Hours of Operation: 40 hours per week with 75% travel throughout USA and at least three weeks on the road.
Daily Responsibilities:
  • Cable labelling.
  • Create a deployment plan.
  • Run Inter and Intra bay fibering.
  • Understanding RFC testing requirements.
  • Perform Outside Plant Installation responsibilities.
  • Identify materials and tools required to support the task.
  • Design site cable tray systems, cable paths and conveyances.
  • Directly interface with Lumen's customers, and other Lumen groups.
  • Provide engineering assistance for ISP and OSP installation teams.
  • Troubleshoot the issue and make recommendations to the field for repairs.
  • Produce Engineering Design Packages (EDPs) for ISP or OSP installations.
  • Update network drawings using MS Visio and other software-based applications.
  • Understand and adheres to Federal, customer site and Lumen policies and practices.
  • Perform government asset inventory audits and updates on government owned property.
  • OTDR, power meter and CD+PMD test equipment with the ability to analyze the test results.
  • Understand or an aptitude to learn how to develop estimates for project schedules and budget.
  • Performs testing of DS-3 through OC-768 as well as ethernet bandwidth circuits using Bit Error Rate Testers.
  • Test and accept plan using Lumen corporate standards, best commercial practices, and Lumen customer site standards.
  • Conduct surveys to determine ISP or OSP build requirements for incorporation in Lumen proposals to their customers.
  • Perform survey work, schedule planning and implementation, quality control of construction and as-built drawings, review construction inspection reports and redline changes.

  • OTDR test analysis post testing analysis of .sor or .trc files.
  • Must be able to Travel more than 75% of the year nationwide.
  • Proven results in building strong peer-level relationships.
  • Strong MS Office applications, databasing and Visio software experience.
  • Working knowledge of Lumen network systems and databases is required.
  • Familiar with Operations Maintenance & Provisioning of DWDM and Ethernet system.
  • Field experience working with fiber splicing, installing optical network elements, installing optical circuits.
  • Experience coordinating network installation activity, test and acceptance using corporate best practices.
  • Possess understanding of Layer 1 and Layer 2 network topology to include fiber, power, ISP, OSP, equipment, signal flow, etc.
  • Ability to perform a wide spectrum of assignments requiring alternative analysis, innovation and judgment based on standards.
  • Assume responsibility for contributing to the success of major or multiple projects and is periodically called upon to make decisions.
  • Professional interaction skills with Lumen's customers and management and the ability to relate technical issues to Lumen's management.
  • Working knowledge of fiber transmission standards, SDH, SONET, ATM, switch, routers, GPS, power, network management, O&M procedures, configuration management, and project management processes and procedures.

Education and Experience (desired):
  • BICI RCDD certification desirable.
  • 8+ years in Outside Plant construction techniques.
  • 8+ years Provisioning and Commissioning P-OTN systems.
  • Knowledge of Lucent, Ciena/Nortel, Infinera and Cisco equipment.
  • Knowledge of optical dispersion and experience with dispersion testing.
  • Knowledge of telecommunications installations standards required.
  • Experience with optical equipment, SONET and wavelength division multiplexing.
  • Experience reviewing and analyzing solicitation documents and developing solutions.
  • Knowledge of telecommunications test equipment, operation, procedures, and practices.
  • Ability to redline as-built drawings and update and create Engineering Design Packages (EDPs).
  • 8+ years in completing full FC testing and analysis for the purposes of deploying modern DWDM communication systems.
  • BS in Telecommunications or equivalent work experience (8 years' experience in telecommunications O&M, installation, and engineering).
