Mandatory Qualifications

  • At least eight (8) years of full-time employee (FTE) experience working as a Project Manager or Senior Technical Manager, leading software development projects using an industry-standard, open, and non-proprietary SDLC methodology.
  • The candidate must have experience managing technical aspects of projects while collaborating with IT divisions, application development teams, enterprise architecture, and quality assurance units. Additionally, they must ensure compliance with enterprise IT standards, policies, procedures, and best practices.

  • At least five (5) years of full-time employee (FTE) experience within the last eight (8) years providing quality management (QM) services to federal, state and local entities performing the following tasks:
    • Conducting Risk and Issue list reviews as well as contributing to drafting risk and issues on the project to document the concerns raised by the project team.
    • Performing traceability matrix analysis.
    • Performing system requirements (functional, non-functional, technical, security related etc.) evaluation.
    • Conducting system test assessment and verification.
    • Developing quality assurance task reports
    • Reviewing and contributing to deliverables encumbered for the project during the the various phases of project SDLC.

  • At least five (5) years of full-time employee (FTE) experience within the last eight (8) years applying industry recognized standards, methodologies, and best practices in quality assurance (QA) and quality control (QC) across large-scale projects in either public or private sector organizations. This includes experience with frameworks such as ISO 9001, IEEE 829, CMMI, or equivalent, ensuring consistent application of QA/QC principles throughout the project lifecycle.

Large Scale Public or Private Sector Entity is defined as follows:

Public Sector

An entity managing large-scale infrastructure, public services, or regulatory functions (e.g., transportation departments, health agencies, tax collection agencies).

A government organization with an annual budget in the millions or billions, overseeing complex programs and policies.

Private Sector

A corporation or enterprise with substantial revenue, typically in the hundreds of millions to billions of dollars in annual earnings.

A company with a large workforce (e.g., 1,000+ employees) and operations spanning multiple locations, regions, or international markets.

Desirable Qualifications

  • At least five (5) years of full-time employee (FTE) experience as a Quality Management Specialist working on behalf of a Federal or State agency, collaborating with third-party contractors (e.g., system integrator or solution implementer) to ensure the solution provided quality outcomes and technically sound and sustainable solutions.

  • Professional certifications including Project Management Professional (PMP), Certified Scrum Master, or ITIL. Each certificate submitted must be active and not expired at the time of offer submission, and certification(s) submitted must be maintained as valid during the term of the contract
  • Minimum of two (2) years of experience serving as a Quality Manager on projects following the California Project Approval Lifecycle (PAL) stage gate process.

  • Two (2) years of experience developing and maintaining project metrics, conducting process audits to ensure project compliance with documented processes and standards, and conducting process improvement initiatives.
