Job Title: Database Administrator 3 (Senior Database Developer)
Location: Hybrid - Austin, TX (3 days Remote, 2 days Onsite)
Duration: 9 months, with possible extension
Position Overview
This role requires a highly experienced Senior Database Developer with 10+ years of expertise in Microsoft Access and cloud-native SQL to lead the migration of legacy Access databases into modern, scalable SQL-based platforms. The Candidate will partner with program stakeholders to analyze existing structures, design schema transformations, build ETL pipelines, implement validation processes, execute cut-over strategies, and deliver a seamless transition to cloud-based environments.
Responsibilities:
The Candidate will perform advanced database administration and development duties, including but not limited to:
- Designing, developing, and maintaining advanced Microsoft Access databases, including normalized structures, queries, data entry forms, and reporting tools.
- Leading migration of legacy Access databases into cloud-native SQL services (Azure SQL, PostgreSQL, AWS RDS).
- Designing and implementing relational schemas, normalization, ER modeling, and schema refactoring.
- Developing and managing ETL pipelines using SSIS, Azure Data Factory, AWS DMS, or equivalent tools.
- Performing performance tuning, monitoring query execution plans, and recommending optimization strategies.
- Executing security recovery procedures and supporting agency disaster recovery protocols.
- Performing logical and physical data modeling, prototyping, and maintaining data dictionaries.
- Configuring and administering RDBMS tools (TOAD, SSMS, SQL Developer).
- Assisting in database software installation, benchmarking, and security enhancements.
- Supporting EIR Accessibility standards to ensure user interfaces (forms, reports, input/output) comply with accessibility requirements.
- Preparing migration runbooks, data dictionaries, technical documentation, and conducting knowledge-transfer or training sessions.
- Collaborating with business stakeholders to evaluate data requirements, ensure integrity, and provide technical assistance.
Candidate Skills and Qualifications:
Years Required/Preferred Experience
10 Required Proven experience in designing, developing, and maintaining advanced MS Access databases (normalized tables, queries, forms, reports).
10 Required Expert-level relational database design, normalization, ER modeling, schema refactoring, translating Access models into scalable SQL schemas.
10 Required Advanced MS Access development (queries, forms, reports) and VBA for custom functions/workflow automation.
10 Required Experience migrating legacy databases into major cloud SQL services (Azure SQL, PostgreSQL, AWS RDS).
8 Required ETL tool experience: SSIS, Azure Data Factory, AWS DMS, or equivalent.
8 Required Creating migration runbooks, data dictionaries, technical documentation, and delivering knowledge transfer.
8 Required Experience with RDBMS administration/console tools such as TOAD, SSMS, SQL Developer.
8 Required Experience configuring data integration and batch processing solutions (ADF/SSIS) and monitoring performance.
8 Required Experience migrating data from legacy to target databases.
6 Preferred Hands-on experience with CI/CD methodology, GitHub, JIRA.
6 Preferred Experience with data visualization/reporting tools (Power BI, Tableau).
6 Preferred Experience with Agile Development methodologies.
3 Preferred Prior experience in healthcare or public health domain.
3 Preferred Experience implementing agile best practices for Texas State Agencies.
