Job Title: Senior IT Business Analyst Child Welfare Systems

Duration: 12 months

This request is issued by the Office of Children, Youth and Families (OCYF), within the Pennsylvania Department of Human Services (DHS).

Objectives of Engagement

The contractor will manage specific initiatives supporting OCYF IT systems and users. Key responsibilities include oversight of CWIS functionality for the ChildLine Systems Unit, monitoring reported system issues, managing the expunction process, supporting the development of user requirements, reviewing deliverables, performing user acceptance testing, and tracking project scope and timelines. The contractor will also serve as the Business Analyst (BA) team lead for the Quality Assurance and Administrative Support Unit (QAASU) and Regional Offices.

Tasks to Be Performed

  1. Plan, organize, and manage multiple initiatives across OCYF project teams.
  2. Manage submission and tracking of system defects and change requests.
  3. Oversee ChildLine expunction processes and ensure compliance with state mandates.
  4. Provide weekly reports to Regional Offices regarding pending reports and statutory deadlines.
  5. Address and improve data quality for CWIS person records.
  6. Review user requirements, functional specifications, and support user acceptance testing and deployment.
  7. Ensure compliance with standards and procedures for all assigned initiatives.
  8. Monitor and track progress against project schedules and scope.
  9. Anticipate and proactively address issues.
  10. Build and maintain stakeholder relationships.
  11. Support business operations and resolve technical issues related to DHS applications.
  12. Investigate and resolve user-reported operational and software issues.
  13. Communicate effectively with customers and external vendors.
  14. Liaise with the application team to ensure clear understanding of requirements.
  15. Facilitate knowledge sharing and communication within the team.
  16. Review work plans, estimates, testing plans, and design documents.
  17. Ensure system requirements are met in test cases and training materials.
  18. Maintain alignment between system development and project scope.
  19. Route out-of-scope requests through proper change control procedures.
  20. Manage stakeholder expectations.
  21. Enforce defined IT governance processes.
  22. Monitor project work plans and deadlines.
  23. Identify and escalate project risks and issues.
  24. Develop and execute strategies for risk/issue management.
  25. Conduct system walkthroughs with stakeholders.
  26. Facilitate post-project evaluations and lessons learned.
  27. Prepare regular status reports.
  28. Maintain effective working relationships with counties, DHS staff, and vendors.
  29. Utilize Microsoft Office (Excel, Word, PowerPoint, Access, Outlook), TFS, MTM, and ServiceNow.
  30. Work effectively in a team environment.
  31. Travel as needed.

Contractor Skills and Experience Requirements

  • Minimum 7 years experience developing business, functional, and user requirements for IT systems.
  • Minimum 7 years experience in business analysis methodologies, principles, and practices.
  • Familiarity with the software development lifecycle, especially user requirements and UAT phases.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills and ability to collaborate with diverse user groups.
  • Knowledge or experience relevant to project management.
  • Fluent in English with clear verbal communication skills.
  • Ability to establish and maintain effective working relationships.
  • Highly Desired: 2+ years experience in child welfare or related human services field.
  • Highly Desired: IIBA (International Institute of Business Analysis) certification.
