Background:

The State of Florida s existing financial system, FLAIR, was originally implemented in 1981 and is being replaced due to its age and limitations. The replacement initiative, known as the Florida Planning, Accounting, and Ledger Management (PALM) Project, is led by the Department of Financial Services and will modernize financial operations statewide.

As part of this transition, the Florida Department of Law Enforcement (FDLE) must prepare its financial systems for integration with Florida PALM. Several internal systems such as the Revenue Account Management System (RAMS) require assessment, documentation, and report redevelopment to interface with the new PALM infrastructure.

Position Overview:

FDLE seeks a Systems Analyst to support the PALM transition team within its Information Technology Services - Business Systems Engineering (ITS-BSE) group. The selected candidate will focus on report analysis, documentation, development, and stakeholder collaboration to ensure a successful reporting transition ahead of the January 2026 PALM go-live date.

Major Duties & Responsibilities:

  • Analyze and document existing reports and translate logic into new formats aligned with PALM.

  • Collaborate with business SMEs and technical teams to gather and verify reporting requirements.

  • Design, test, and implement modern reports using Oracle Analytics Cloud (OAC) tools.

  • Facilitate sessions with stakeholders to understand PALM impacts on current reporting.

  • Prepare test plans, conduct thorough testing, and document results and defects.

  • Provide daily updates to the ITS-BSE Project Manager and maintain accurate project records.

  • Ensure knowledge transfer to internal FDLE team members.

Key Deliverables:

  • High-performance financial reports compatible with Florida PALM

  • Documented crosswalks between legacy and new reports

  • Testing documentation, including executed test plans and user acceptance sign-off

  • Status and defect tracking reports

  • Knowledge transfer materials and support guides

Required Qualifications:

  • 3 4 years of experience as a Systems Analyst, with strong report development skills in Oracle Analytics Cloud (OAC)

  • Proficiency with Oracle SQL/PLSQL, and Oracle/SQL databases

  • Experience integrating OAC with various data sources

  • Strong skills in business intelligence, data modeling, and data warehouse design

  • Ability to develop detailed and visual reports, including graphs, charts, and dashboards

  • Experience with Oracle Data Integrator (ODI) and data transformation

  • Strong oral and written communication skills

  • Experience with report testing, troubleshooting, and documentation

  • Accountable for on-time delivery and quality of all assigned reports

Preferred Qualifications:

  • Master s degree in Computer Science, Information Systems, Business Administration, or a related field

  • Proficiency with ETL tools, particularly Oracle Data Integrator

  • Advanced MS Excel skills
