Description of Services:

The Senior Project Manager will report to the Director of the Information Technology (IT) Program Management Office (PMO). This role plays a critical part in delivering software applications and infrastructure that power the State of Texas's educational system.

The Senior Project Manager will:

  • Lead Agile software development teams through the full software development lifecycle (SDLC).
  • Ensure on-time delivery of projects critical to fulfilling legislative requirements and agency strategic priorities.
  • Oversee, direct, and evaluate the work of project staff.
  • Collaborate with agency leadership, other state agencies, and private sector partners.
  • Exercise considerable latitude for initiative and independent judgment while performing advanced project management work.


Key Functions:

  • Process Consistency: Direct, develop, and evaluate Agile processes used by project teams.
  • Deliverable Quality: Monitor and measure application quality; identify opportunities for continuous improvement.
  • Stakeholder Satisfaction: Build strong relationships with management, product owners, and project team members.
  • Leadership: Manage problems, resolve issues, and identify/mitigate risks; lead efforts to optimize cycle time and reduce wait time.
  • Vision: Articulate a clear view of the application and technology roadmap; coordinate initiation and planning of diverse projects to align with strategic commitments.

Projects Supported:

  • Building a 1st-3rd grade supplemental grant program.
  • Developing a statewide IEP module within an existing application.

Candidate Skills and Qualifications - Minimum Requirements:

  • 20 years of technology project management experience (specifically in software development).
  • 8 years of experience as an Agile coach and leader.
  • 8 years of software development experience.
  • 8 years of Jira project administration experience.
  • 8 years of state agency experience.
