ECS is seeking an Oracle IDM Full Stack Developer (MID) to work in our Washington, DC office.

ECS is seeking a highly skilled and experienced Oracle IDM Full Stack Developer (MID) to join our organization in Washington, DC. We offer the chance to support the world's finest law enforcement organization and help the people that keep us safe. In this job you will support agents, analysts, and professionals and technology they use to fight terrorism, espionage, cyber-attacks, and major criminal threats.

As the Oracle IDM Full Stack Developer, you will work closely with senior developers and technical leads to support the design, development, implementation, and maintenance of our Oracle Identity Management (IDM) system. You will contribute to the evolution of our IDM infrastructure by collaborating with cross-functional teams and stakeholders to help deliver effective identity and access management solutions.

At a minimum, the candidate shall have demonstrated ability to develop, engineer, and enhance IdAM capabilities and components, and the overall IdAM system infrastructure. The candidate shall be proficient in the development/engineering/enhancement of IdAM capabilities, components, and processes. This candidate will be responsible for designing, implementing, maintaining web applications and software.
  • Execute technology frameworks and 1-3 year technology roadmaps.
  • Document technical engineering designs, approaches, and strategies.
  • Develop/engineer identity management software workflows and other COTS software configurations.
  • Perform Oracle, Windows, and Red Hat Enterprise Linux patching and system updates.
  • Perform scripting in Bash, PowerShell, Java, and JSON.
  • Verify software scripts and external/internal data synchronization processes.
  • Maintain Identity and Access Management Oracle products including Oracle Access Manager (OAM), Oracle Identity Manager (OIM), Oracle Virtual Directory (OVD), and Oracle Internet Directory (OID).
  • Provide knowledge transfer and hands-on training to other team members.
  • Review existing procedures and implement efficiency improvements to include automation of manual processes.
  • Configure and implement Role and Attribute Based Access Control Policies.
Salary Range: $155,000 - $165,000

Required Skills

  • Bachelor's degree in computer science, information systems, or a related field. Equivalent work experience may be considered.
  • Expertise in Oracle Identity and Access Management Suite, including Oracle Identity Manager (OIM), Oracle Access Manager (OAM), Oracle Unified Directory (OUD), and Oracle Virtual Directory (OVD).
  • Proficiency in Java/J2EE development, web services (SOAP, REST), and database technologies (Oracle, SQL).
  • Experience in designing and implementing complex IDM solutions, including user provisioning, single sign-on (SSO), and role-based access control (RBAC) models.
  • Familiarity with scripting languages (e.g., PowerShell, Python) for automation and customization of IDM processes.
  • Strong troubleshooting and problem-solving skills, with the ability to analyze complex technical issues and propose effective solutions.
  • Effective communication and collaboration skills, with the ability to work closely with cross-functional teams and stakeholders.
  • Professional certifications in Oracle IDM or IAM-related fields are highly desirable.

  • Extensive knowledge of IdAM/ICAM capabilities, solutions, and processes
  • Extensive knowledge of enterprise-wide digital identity, authentication, and authorization capabilities
  • Have extensive knowledge and experience in the implementation of IT equipment and services
  • Experience and familiarity with (preferred to be from a development/engineering/enhancement perspective):
    • Oracle Identity Governance (OIG) Suite and/or equivalent IdAM tools
    • Linux operating systems/Red Hat Enterprise Linux
    • Windows Server operating system environments
    • Windows Server Active Directory administration
    • Virtual environments/VMware hypervisor environment
    • Database queries such as using SQLDeveloper or SQLPlus
    • Red Hat IPA o Service Oriented Architecture (SOA) and Web Services
    • Network Architecture & Design
    • Experience with Security Assertion Markup Language (SAML) and other Security Token Services (STS)
    • Experience with extensible Access Control Markup Language (XACML)
    • Knowledge of Microsoft Active Directory Federation Services
    • Knowledge of Microsoft Active Directory Lightweight Directory Services
    • Fundamental knowledge of the FBI mission and processes
