The IT Project Portfolio Analyst Lead is responsible for applying portfolio management and leadership skills for multiple portfolio management processes in a single portfolio or multiple portfolios of moderate complexity enabling Governance to make fact-centric, data-driven prioritization, investment and staffing decisions.


Responsibilities:
  • Serves as a subject matter expert on portfolio processes, identifies gaps or inefficiencies in current processes and provides recommendations in developing new or improving existing portfolio processes. Leads moderate to complex assignments related to maturing existing portfolio management processes.
  • Facilitates the gathering, categorization, evaluation and selection of ideas and business case development that align with Business/IT Strategies for inclusion in a portfolio.
  • Leads the impact analysis of new ideas on the existing portfolio of work, maintains an active list of Demand and recommends ideas to Governance for initiation phase services and/or high level planning consideration.
  • Facilitates the resource forecasting, assignment of resources to new/active projects and resource impact analysis.
  • Facilitates the decision making process to objectively compare ongoing project/programs and newly authorized ideas as to their prioritization in the portfolio.
  • Facilitates the discussion and decision making process with portfolio stakeholders for review of the active portfolio of work, stage gate reviews, capital approvals/reviews, new/active demand and resource capacity planning.
  • Facilitates communications between portfolio stakeholders within a portfolio regarding performance metrics, financial position, benefits realization, alignment to Business/IT Strategies and decisions.
  • Mentors and coaches others to enhance professional and portfolio management skills.
  • Creates and maintains the portfolio management communication plan.
  • Facilitates the review of project and program level risks, key performance indicators, issues, changes, dependencies and integration points that might negatively impact a portfolio or multiple portfolios and raise awareness to portfolio stakeholders for decisions.
  • Performs GAP Analysis, analyzes impacts and supports governance decisions by making recommendations for mitigation options.

Required Skills:
  • Extensive experience in a PMO Delivery (Project Management), Service/PMO role, and IT project and/or program management
  • Demonstrated ability to use, train, and consult on Project Management Tools in order of importance: Planview Products: ProjectPlace, Portfolios, and AgilePlace
  • Demonstrated ability to consult and provide project guidance to Project Managers on Predictive & Adaptive delivery frameworks and SDLC.
  • Project baseline knowledge and schedule creation and provide schedule support for all types of IT Project schedules (Waterfall, Scrum, Kanban, Small Work/etc.)

Education and Experience Requirements:
  • A minimum of 8 years of related work experience in an IT analyst, IT project planning/scheduling role, or some combination of the two.
  • {OR} Bachelor's Degree or higher in a business or IT discipline (e.g., Computer Science, Business Management) and a minimum of 5 years of related work experience in an IT analyst, IT project planning/scheduling role, or some combination of the two.
