Location: Missouri (Remote/Hybrid considered with preference for in-state candidates)

Job Overview:

We are actively identifying qualified Child Welfare Subject Matter Experts (SMEs) to support a potential Comprehensive Child Welfare Information System (CCWIS) modernization initiative with the Missouri Department of Social Services (DSS). This modernization effort will transform how child welfare services are delivered and integrated with public assistance and Medicaid programs.

Note: This is a pipeline posting ahead of a formal Request for Proposal (RFP). Selected candidates will be contacted upon RFP release and contract award.

Responsibilities:

  • Provide expert guidance to ensure system design reflects current policy and best practices in child welfare operations
  • Facilitate engagement and collaboration with caseworkers, program staff, and other key stakeholders to ensure practical system usability
  • Review, validate, and refine business requirements, process flows, and user stories to align with real-world scenarios
  • Ensure compliance with federal CCWIS regulations and help translate those into actionable system requirements
  • Support organizational readiness, training, and change management efforts from a policy and operational perspective

Qualifications:

  • 5+ years of direct experience in child welfare program operations, case management, or supervision preferably within the State of Missouri
  • In-depth knowledge of CCWIS federal guidelines, child welfare policies, and frontline practices
  • Strong communication skills and experience working with multidisciplinary teams
  • Ability to effectively bridge the gap between policy, practice, and system development
