Job Details

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

This position serves as a hands-on System Administrator for HHSC Salesforce Orgs. This position requires a wide range of skills from setting up new Orgs from scratch, integration with 3rd party tools, migration of data, use of CI/CD frameworks, troubleshooting systems including production and other administrative tasks as

required. This position will require hands-on experience as an Administrator and prior Salesforce custom development experience is a plus. Familiarity with DocuSign and Azure Data Factory is also a plus. The HHSC Salesforce team follows Agile (Scrum), and this role should have experience with Agile methodologies. This position requires availability for 24/7 support.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience

7 Required Experience as a Salesforce Administrator, managing, maintaining, and overseeing the support of Salesforce Orgs and its environments. Implement and improve security policies and practices.

7 Required Experience in Software Development Lifecycle (SDLC) process, coding standards, change control, and version management including CI/CD toolsets such as Flosum.

7 Required Experience in data migrations, data quality, systems integrations, 3rd party applications, and AppExchange products.

7 Required Experience is overseeing and providing guidance in troubleshooting and solving complex problems related to system software and hardware incident and problem calls and recommending technology solutions.

5 Preferred Experience in implementing various authentication protocols (oAuth) to integrate 3rd party applications. Experience in core web technologies including HTML5, JavaScript, jQuery, and web services (REST & SOAP, JSON & XML, etc.).

2 Preferred Experience in Salesforce implementation and development and in writing Apex programming, Visual force pages, Apex triggers, Aura Components, and lightning web components.

2 Preferred Experience with Salesforce integration tools like MuleSoft, Azure Data Factory and Jitterbit.

2 Preferred Agile Software Development Methodologies Experience.

2 Preferred Knowledge in implementing solutions using configurations (no-code) such as Flows, process builders, and workflow Rules, etc.

TERMS OF SERVICE

Services are expected to start 01/19/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1560 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W. 51st, Austin, Texas 78751. The working position is Hybrid - On Site and Telework.
