Job Title: Oracle Financial Specialist Senior

Location: Providence, RI (On-site preferred; remote with travel as needed)

Client: In-person mandatory when required local or travel-flexible candidates preferred

Responsibilities:

The Oracle Financial Specialist Senior will serve as the Technical Lead supporting, maintaining, and enhancing the Rhode Island Department of Transportation s Oracle EBS Financial Management System (FMS). The role involves leading technical development, implementing integrations, and supporting the transition to the State s new Workday ERP platform.

Key areas include Oracle ERP R12 modules such as Grants Management, Inventory, HRMS, Time and Labor (OTL), Accounts Receivable (AR), Purchasing (PO), Accounts Payable (AP), and General Ledger (GL).

Key Responsibilities:
Lead and support Oracle R12 Financial Management System (FMS) enhancements, maintenance, and new development initiatives.
Collaborate with the Workday HCM/Payroll and Financial Integration teams on data mapping, conversions, and integrations.
Design, develop, and manage Bridge Integrations between Oracle FMS and Workday ERP for transactions including Purchase Orders, Invoices, GL, Grants, AR, and Projects.
Develop new Oracle FMS reports and update existing reports to reflect new integration workflows.
Support FMS until its planned sunset in October 2025, ensuring seamless transition and data flow to Workday.
Prepare project deliverables including plans, estimates, milestones, test plans, and documentation.
Provide technical guidance and support to business and IT teams, resolving production issues and supporting custom development.
Work closely with DBAs and Oracle Support for patching, bug resolution, and performance optimization.
Conduct unit, integration, and system testing; manage issue resolution and reporting.
Deliver weekly project updates, including status reports and presentations to management.
Required Technical Expertise (60% Technical / 40% Functional):
Oracle EBS R12.2.x Strong understanding of architecture and tech stack.
Expertise in Procure-to-Pay (P2P) and General Ledger (GL) modules, including Subledger Accounting (SLA).
Working knowledge of Oracle Grants and Projects modules and their integration with Purchasing, Payables, and OTL.

Hands-on experience with:
SQL, PL/SQL
RICE Objects (Reports, Interfaces, Conversions, Extensions)
Oracle Application Object Library (AOL)
Oracle Forms 10g / Reports 10g
XML Publisher / BI Publisher
UNIX Shell Scripting, Java, XML, JavaScript
Oracle Workflow, Oracle Application Framework (OAF)
JDeveloper, SQL Developer, Toad, PuTTY
Oracle Database 11g/12c, Linux/Unix Environments
Experience developing Oracle integrations with Workday is highly desirable.

Preferred (Not Required):
Experience with OBIEE Reports and Analytics
Knowledge of Discoverer Reports 11g
Exposure to Workday ERP migration projects

Qualifications:
Proven experience designing, developing, and delivering high-level Oracle EBS solutions.
Strong technical and functional understanding of Oracle ERP Financials and related modules.
Demonstrated experience with FMS/ERP integrations, report development, and performance tuning.
Excellent analytical, problem-solving, and communication skills.
Ability to lead, document, and manage multiple priorities in a complex enterprise environment.
