Overview:

We are seeking an experienced IT Project Manager to support our client in overseeing the successful delivery of multiple, large-scale technology initiatives. This role involves managing complex projects across the full lifecycle-from planning and execution to closure-utilizing Agile, Waterfall, or hybrid methodologies as appropriate. The ideal candidate will work closely with cross-functional teams, vendors, and city agencies to ensure alignment with technical requirements, compliance standards, and organizational goals. This position offers the opportunity to lead critical projects that directly impact the efficiency and effectiveness of IT operations within a highly collaborative and fast-paced environment.

Duties:

  • Lead and manage the full lifecycle of multiple, complex IT projects, including planning, execution, monitoring, and closing, utilizing Agile and/or Waterfall methodologies as appropriate.

  • Define project scope, goals, deliverables, and resource requirements in collaboration with stakeholders and senior management.

  • Develop comprehensive project plans, including timelines, budgets, risk assessments, and communication strategies.

  • Coordinate internal resources and third parties/vendors for the flawless execution of projects.

  • Monitor project progress, identify potential risks, and implement mitigation strategies proactively.

  • Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.

  • Communicate project status, challenges, and successes effectively to all stakeholders, including senior leadership.

  • Ensure project documentation is complete, current, and stored appropriately.

  • Foster a collaborative and productive team environment, motivating project teams to achieve objectives.

  • Conduct post-project evaluations to identify lessons learned and best practices for future projects.

  • Present Topologies at the Architecture Review Board (ARB) Meetings for approval / feedback

  • Work with the vendors and NYC Office of Technology and Innovation (OTI) in completing Cloud Service Agreements (CSA) and other required IT/Program Agreements and documentation for the supported applications

  • Collaborate with the IT Security / OTI teams for completing Software Security Assurance Process (SSAP) / Application Scans / Rapid7 Scans and any other HIPAA / Audit or other mandated scans and work with IT / Vendor teams in resolving the identified vulnerabilities.

  • Oversight of user test plans, UAT assistance, and support for system deployments, upgrades, QA-UAT, and post-production.

Mandatory Qualifications:

  • Bachelor's degree in computer science, Information Technology, Engineering or a related field.

  • 8+ years of progressive experience in IT project management, with a significant portion managing large-scale, complex projects.

  • 2+ years' experience with both Agile (Scrum, Kanban) and Waterfall methodologies.

  • PMP, CSM, or equivalent certification is highly preferred.

  • Strong understanding of various IT domains, including software development, infrastructure, cybersecurity, and cloud solutions.

  • 3+ years experience with project management software (e.g., Jira, Microsoft Project, Azure DevOps).

  • Exceptional leadership, communication, negotiation, and interpersonal skills.

  • Demonstrated ability to manage multiple priorities, stakeholders, and competing demands.

  • Strong analytical and problem-solving abilities, with a keen eye for detail.

  • Experience with vendor management and contract negotiation.

Desirable Qualifications:

  • Experience with JavaScript, HTML, Microsoft SQL, SQL Server C++, .Net, XML, ASP a plus.
