Required Education- Candidate must meet or exceed one of the following:
University graduation in business, management, or a related discipline and four-year Technical Business Analyst (BA) experience; OR
Two-year diploma in business, management, or a related discipline and six years of BA experience; OR
One-year certificate in business, management, or a related discipline and seven years of BA experience; OR
Eight-years of Business Analyst experience

Required Experience, Knowledge & Skills:
Experience as a business analyst translating business requirements into detailed technical requirements in an enterprise IT and content management environments (5 Years)
Experience as a project coordinator leading technical teams in multiple implementations and executions of information technology projects in an environment of similar size and complexity to the Government (5 Years)
Experience defining project scope and goals in collaboration with business stakeholders (5 Years)
Experience in gathering requirements from a diverse group of stakeholders across ministries or departments (5 Years)
Experience in developing integrated systems and technical design specifications on complex engagements with varying enterprise content management systems (5 Years)

Preferred Experience, Knowledge & Skills:
Experience in analyzing process maps, descriptions, and data flow diagrams of complex business processes to understand records that are produced (4 years)
Experience in the development of project documents for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.) that adhere to legislative, legal, and audit requirements for content management systems (4 years)

Our client requires an IT Business Analyst to support all content and migration services relating to the Reorganizations, Enterprise Content Management systems (ECMs), and modernization of legacy content systems (SP2016 to SPO). Reporting to the Sr IMT Business Analyst Lead, the Technical Business Analyst's primary role will be responsible for providing information management & technical support, coordination and engagement of stakeholders, and meeting project and service deliverables within CCS supported environments. Collaborate closely with business areas and IT teams to ensure the smooth functioning and transitioning of content and migration services. The Technical Business Analyst will review and understand departmental and corporate policies, business rules, data requirements, and supporting system processes, and ensure that objectives, timelines, and deliverables are in alignment. The ideal candidate will possess strong analytical skills, excellent communication abilities spanning all levels of the organization, and a passion for delivering exceptional customer service. A proven ability to function on an individual basis and in a team environment is essential. Resource awareness of existing government and department IT policies, procedures, standards, guidelines, and practices is an asset.

Job Duties:
Provide IMT support, guidance, coordination, & engagement for all of client client-supported systems and services across all Ministry/department business areas
Investigate, analyze, and coordinate the various IMT changes in the client environment that are required as a result of a change to the department name and/or movement of programs, services, and personnel
GR projects involve Microsoft Active Directory and Microsoft file system security in the client environment
Lead consultations and facilitate stakeholder meetings
Create business requirements, functional specifications, and technical requirements
Schedule, organize, and lead status and other meetings as required
Create project, initiative or service documents and associated planning documents
Escalate unresolved issues/risks, options and recommendations
Provide oversight and coordination to ensure work is delivered according to specified scope and deliverables while following best IMT operational standards, practices, and processes
Provide status reports, attend internal team meetings, and communicate regularly with team members and maintain documentation in the team SharePoint
Utilize project management methodology and governance tools to manage resources and stakeholder engagement, ensuring effective project delivery and the achievement of key business objectives
Document technical recommendations and provide technical advice and guidance to management, operations, and project team members, and within shared IT services
Make recommendations to team members pertaining to issues, risks, and client satisfaction
Collaborate with multi-disciplined teams on proof of concept and limited production roll outs
Provide quality control on production implementations
Communicate operation guidelines and policies to the clients
Apply and interpret how the operation guidelines enhance the department's way of doing business
Review new services and technology requests by business area and assess their impact on the operational environment, giving recommendations for remediation
