Job Title: HMIS Data Analyst (Behavioral Health)

Location: Oakland, CA- Onsite/ Hybrid Role

Duration: 6-12 months plus

Job Description:
The Homeless Management Information Systems (HMIS) Analyst will work under the direct supervision of the Social Health Information Exchange (SHIE) team's Information System Manager with the primary responsibility of fully supporting the SHIE Team's ongoing HMIS business intelligence and data analytic goals and objectives. The SHIE is a collection of Information Systems used for managing large data sets from multiple sectors in and around Alameda County delivering care to Medi-Cal enrollees and uninsured population. This individual should be intimately familiar with HMIS systems, HMIS data, and be familiar with the latest state and federal policies that govern the building of robust, integrated, and coordinated systems of homelessness and housing services. This individual will serve as an HMIS subject-matter expert who can properly and effectively advise and guide technical and business units on the design, development, and production implementation of data products and workflows to satisfy business initiatives and stakeholder objectives.
Key Responsibilities:

  • Provide HMIS-related consulting and analytic services to leadership and project stakeholders.
  • Participate in planning meetings to understand and document HMIS project requirements.
  • Perform HMIS analytic tasks for the SHIE Team or in service of stakeholder-specific projects.
  • Deliver accurate and validated HMIS reports in pre-defined formats on a consistent and timely basis and be comfortable with frequent changes in analytic requirements.
  • Manage multiple concurrent HMIS data analytic projects to completion.
  • Quickly learn and develop an understanding of the existing HMIS processes and workflows and troubleshoot client analytic issues when needed.
  • Interface with HMIS vendors, technical support, and other HMIS users and County partners.
  • Provide HMIS support, mentoring, and training to junior analysts on an as-needed basis.
  • Perform other duties as assigned.

Qualifications:

  • Minimum five (5) years of HMIS or Health IT data analysis or related experience, including proficiency with analytical software tools such as Looker, Qlikview, or Tableau or equivalent related education. Formal informatics training, a plus!
  • Strong knowledge of SQL and good Excel data analysis experience required. Python programming expertise will be desirable but not necessary.
  • Good communication skills to lead meetings with multiple County internal and external stakeholders as well as with technical and non-technical audiences.
  • Self-starter, and at times self-reliant, requiring minimum hand holding. Good at documentation, Wiki management, and must possess a keen attention to detail and an eye for data quality.
  • Strong ability to coordinate and report on multiple technical projects simultaneously.
  • Requirement Engineering experience using product backlog management software / Smartsheet / JIRA / Azure DevOps Board, preferred but not required.
  • Bachelor's degree preferred.
