Location : This role is hybrid, with three days per week on-site in Laurel, MD 20707 and two days per week telework.

Role:

Delmock Technologies, Inc. is seeking a Subject Matter Expert to to support WSSC's enterprise IT modernization and digital transformation initiatives. In this role, you will be responsible for designing, implementing, and optimizing cloud-based and hybrid infrastructure solutions that align with business needs and security requirements. You will collaborate with cross-functional teams to develop and migrate systems to Microsoft Azure, improve endpoint management, enhance backup and disaster recovery strategies, and provide secure access to critical applications. The SME/Cloud and Infrastructure Architect efforts will directly contribute to strengthening WSSC's IT environment's resiliency, scalability, and efficiency across water treatment, distribution, and enterprise operations. This role demands deep expertise in Microsoft technologies, cloud architecture, virtualization, and enterprise system management.

Responsibilities:

• Designs and implement s hybrid and cloud-native architectures using Microsoft Azure and Office 365.

• Lead s migration of on-premises infrastructure, including storage and backups, to cloud-based environments to reduce operational overhead and improve resiliency.

• Architect s , implement s , and support s Microsoft Endpoint Management solutions (Intune, SCCM/MECM) for streamlined device management, app deployment, and compliance.

• Integrate s identity and access management systems (Azure Entra ID) and support multi factor authentication for secure remote access to internal systems and applications.

• Implement s secure access architecture using Azure Front Door, API Management, Application Proxy, and MFA (e.g., RSA SecureID).

• Design s and execute s Azure Site Recovery (ASR) for disaster recovery in both cloud and on-premises environments.

• Provide s Citrix NetScaler and XenApp infrastructure setup and support for application delivery.

• Perform s cost optimization analysis of cloud infrastructure services and recommend s right-sizing strategies to improve financial efficiency.

• Coordinate s and executes cloud security posture assessments and enforces remediation of identified vulnerabilities or misconfigurations.

• Ensure s compliance with security and patch management policies across workloads.

• Deliver s technical documentation, SOPs, and knowledge transfer materials to internal IT teams and business stakeholders.

• Collaborate s with business units, application owners, and external vendors to ensure alignment of infrastructure solutions with organizational goals.

Minimum Requirements:

• Bachelor's Degree from an accredited college or university with a major in Engineering, Computer Science, Mathematics or a related field. Master's degree preferred.

• At least ten (10) years of professional job-related experience with a bachelor's degree or eight ( 8) years with a master's degree or six (6) years with a Ph.D. degree.

• 10+ years of experience architecting and implementing enterprise IT infrastructure, with deep expertise in Mi crosoft e cosystems including Windows Server, Azure Cloud, Office 365, Active Directory, and virtualization platforms.

• 8 years of professional experience driving technology modernization and cloud transformation initiatives for public sector, utilities, and enterprise organizations, with a focus on secure, compliant, and scalable infrastructure solutions.

• Proven track record in le ading comple x infrastructure projects involving hybrid Azure environments, enterprise backup consolidation, endpoint management deployments, and secure application access.

• Demonstrated success in implementing disaster recovery solutions, cost optimization strategies, and system integrations with Power Platform tools.

• Extensive experience designing and implementing hybrid and cloudnative infrastructure using Microsoft Azure services, including Azure Storage, API Management, Front Door, Application Proxy, and Site Recovery.

• Strong understanding of Microsoft Entra ID and secure authentication mechanisms, including multi-factor authentication (MFA) and OAuth 2.0, for enterprise and remote access scenarios.

• Deep expertise in deploy ing and m anaging Microsoft Endpoint Manager (Intune) and MECM/SCCM for centralized device provisioning, security policy enforcement, and application deployment across multiple platforms.

• Has led enterprise-wide modernization of backup strategies using DELL/APEX, Commvault, and N etbackup , c onsolidating multiple legacy systems into a single cloud-integrated solution with improved performance and lower cost.

• Proven experience implementing disaster recovery strategies using Azure Site Recovery (ASR) for both cloud-native and on-premises VMware environments, ensuring business continuity and compliance.

• Communication & Collaboration: Excellent written and verbal communication skills with a history of successful collaboration across IT, operations, and business teams to plan, deploy, and support mission-critical infrastructure.

• Strong knowledge of Microsoft Azure services, including virtual machines, storage accounts, Azure API Management, Front Door, Application Proxy, and Site Recovery, with a focus on scalability, cost optimization, and enterprise-grade security.

• Expertise in Microsoft Intune and MECM/SCCM for device lifecycle management, policy enforcement, application deployment, and compliance tracking across Windows, iOS, and Android platforms.

• Proven experience designing and managing enterprise backup solutions using DELL/APEX, Commvault, and Druva, along with Azure Site Recovery strategies for business continuity across hybrid environments.

• Deep understanding of Entra ID (Azure AD), multi-factor authentication (e.g., SecureID/RSA), OAuth 2.0, and role-based access control for secure identity governance and remote access.

• Hands-on experience integrating internal data sources with Microsoft Power Platform (Power BI, Power Automate) using secure gateways and API-based frameworks for real-time access and automation.

• Strong working knowledge of Citrix NetScaler and Citrix Virtual Apps (XenApp) for internal and external application access, along with VMware vSphere/ ESXi for virtual ized i nfra structure management.

• E xcellent verbal and written communication skills, with the ability to work cross-functionally with application owners, IT teams, and business stakeholders to deliver aligned and impactful solutions.

• Exceptional troubleshooting and analytical skills, with a focus on identifying root causes and implementing efficient solutions in complex cloud and on-premises environments.

• Skilled in Microsoft technologies including Active Directory, Windows Server, Exchange, SQL Server, DNS, DHCP, and IIS, supporting a range of enterprise services and security operations.
