Job Title: Product Owner
Location: Bethesda, MD (Hybrid)
Duration: 9 Months (Extension Likely)
Overview:
A government-focused organization is seeking an experienced Product Owner to help lead key digital transformation initiatives. This role requires an individual with a strategic mindset, strong leadership, and the ability to translate complex business objectives into actionable product plans. The ideal candidate is entrepreneurial, collaborative, and deeply knowledgeable about agile methodologies, product lifecycle management, and stakeholder engagement.
You will play a central role in driving product vision, prioritization, and delivery balancing both innovation and practicality to deliver effective, user-centric solutions.
Responsibilities:
Define and communicate a compelling product vision aligned with strategic goals.
Develop and manage product roadmaps, ensuring alignment with organizational priorities.
Maintain and prioritize the product backlog; translate business requirements into clear user stories and acceptance criteria.
Serve as the primary liaison between stakeholders and the development team, ensuring clarity of requirements and consistent feedback.
Lead agile ceremonies (sprint planning, reviews, retrospectives) and champion agile best practices.
Make informed decisions on scope, features, and priorities, balancing business value and technical feasibility.
Define product quality standards and uphold the "definition of done."
Gather user feedback and make data-driven decisions to continuously refine the product.
Monitor industry trends, conduct competitive analysis, and apply insights to inform product strategy.
Create and maintain comprehensive product documentation.
Proactively manage risk and communicate progress to stakeholders.
Basic Qualifications:
Active Public Trust clearance or the ability to obtain one.
Bachelor s Degree with a minimum of 8 years of experience on large-scale programs.
Proven knowledge and hands-on experience with agile methodologies.
At least 5 years of experience in a product owner or agile-focused role.
Agile certifications such as Certified Scrum Master (CSM, ACSM, CSP-SM).
Strong analytical and communication skills, with the ability to interact with both technical and non-technical stakeholders.
Demonstrated ability to manage competing priorities and deliver results under pressure.
Experience with systems engineering lifecycle processes and solution architecture.
Preferred Qualifications:
Experience working with or supporting federal agencies such as FDA, NIH, HHS, or other public sector entities.
Product Owner certifications (CSPO, ACSPO, CSP-PO); additional Agile certifications such as CSD, CAL1, or CAS-S1.
Familiarity with CMMI processes and certifications.
Experience with Microsoft technologies (Power Platform, M365, MS Teams, AVD).
Proficiency with Atlassian tools (Jira, Confluence), Azure, JAMF, and Okta.
