Overview
GovCIO is seeking an experienced, detail-oriented, and initiative-taking Technical Lead (Remote) to lead and support the coordination of key project activities across configuration, testing, staffing, and risk management. The Technical Lead will be responsible for compiling and delivering comprehensive weekly status reports, covering configuration progress, testing results, resource updates, open issues, risks, and change control items. This position will be fully remote located within the United States.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. GovCIO is seeking an experienced, detail-oriented, and initiative-taking Technical Lead (Remote) to lead and support the coordination of key project activities across configuration, testing, staffing, and risk management. The Technical Lead will be responsible for compiling and delivering comprehensive weekly status reports, covering configuration progress, testing results, resource updates, open issues, risks, and change control items. This position will be fully remote located within the United States.
Responsibilities
- Oversee 3 teams (PACT, ACT, and NST) , assisting in tracking, monitoring, and reporting .
- Prepare and delivery weekly project status reports, summarizing updates on configuration, testing, staffing, open issues, risks, and change requests.
- Coordinate communication across internal cloud engineering, DevOps, security, and business teams, as well as external stakeholders for testing, planning, and training support.
- Assist with the project risk management process, including logging risks and mitigation strategies in a centralized risk register, with regular updates and escalation if needed.
- Maintain an integrated cloud project plan, detailing infrastructure tasks, expected completion dates, and dependencies across teams and systems.
- Support change control processes for cloud configuration, ensuring documentation and approvals are captured and communicated clearly.
- Facilitate test readiness reviews, environment validations, and cutover planning in alignment with cloud deployment timelines.
- Collaborate with cloud architects, engineers, and system owners to ensure technical deliverables meet program requirements and timelines.
- Collaborate and provide requirements and guidance in the generation and sustainment of product line dashboards for operational metrics to include information data sources such as VASI, Product Scorecards, and other source data repositories; this uses multiple tools such as Power BI, Jira, Jira Align, etc.
- Facilitate identification and enhance visibility of technical debt and work with Product Line Operations stakeholders to reduce .
- Improve the work value stream: remove tactical impediments, improve work process for more effective, consistent, and sustainable execution.
- Manage competing priorities, handle research and response for all product line operations related data calls and provide ongoing progress reports.
- Document and provide recommendations for technical operational management approaches and delivery on projects/products.
- Manage parallel projects under a complex program while also providing cross functional program level support.
Qualifications
Required Skills and Experience
- Bachelor's Degree in a Business, Engineering, or technical discipline plus 8 years of experience; years of experience can be substituted for the degree requirement
- Experience in managing multiple and concurrent mid-sized or large-scale software development projects.
- Experience in software development and/or product management lifecycle.
- Experience in managing projects in the Department of Veterans Affairs
- Experience in the Healthcare IT field
- Intermediate proficiency in all the major Microsoft Office Suite of tools.
- Experience using Jira in an Agile or SAFe environment.
- Familiarity and understanding of DevSecOps principles and best practices.
- Experience providing cross-functional program level support.
- Experience in creating and presenting executive summary presentations.
- Experience in risk management and mitigation strategies
Preferred Skills and Experience
- Certified in at least one SAFe proficiency/discipline.
- Project Management Professional - PMP Certified
- Understanding of Lean Six Sigma and LEAN principles and processes
- Understanding VA technologies such as VistA , VPR, REST API SOAP
- Experience in conflict management and servant leadership
- Highly motivated and analytical; proven problem-solving abilities
- Ability to demonstrate initiative, proactivity, and enthusiasm in a fast-paced environment.
- Willingness and ability to quickly learn new skills, new client environments, and grow domain expertise .
- Ability to conduct independent research in the root cause analysis and resolution of complex issues.
- Excellent planning, project oversight, risk management, prioritization, organization, attention to detail, leadership, and time management skills
- Demonstrated strong facilitation and excellent verbal communication, oral presentation, analytical and written communication skills.
