Description of Project:

The Minnesota Department of Information Technology Services (MNIT) Human & Social Digital Services (HSDS) division, partnering with the Departments of Human Services (DHS) and Children, Youth and Families (DCYF) is seeking a vendor to lead the design, development, and implementation of a new Adobe Experience Manager (AEM) portal. The goal of this project is to enhance the digital experience for users by streamlining access to services, improving content management capabilities, and optimizing search functionality. The selected vendor will be responsible for providing expert-level AEM developers and project leadership to guide the successful delivery of the portal. This includes end-to-end implementation, from initial planning and architecture through deployment and post-launch support. A strong understanding of AEM best practices, user-centered design, and scalable portal solutions is essential. Vendors should demonstrate proven experience with AEM portal projects of similar scope and complexity, and be prepared to collaborate closely with internal stakeholders to ensure alignment with business goals and user needs.

Mode of Interview

The State will conduct interviews for this solicitation. Interviews will be conducted via MS Teams with a short list of responders. The State expects the vendor's Account Representative, Proposed Project Lead, and Proposed Technical Lead (s) to attend the interview.

Minimum Vendor Qualifications:

Development of an Adobe Experience Manager (AEM) portal materials that resulted with a successful implementation with at least one other state government agency.

Vendor must be adobe-certified to develop the eDocs portal, structure, custom look-and-feel and search functionality at the state government level or higher operating in a federated model which included identifying gaps against best practices and developing actionable roadmaps for alignment and improvement.

Desired Qualifications:

Proposals which demonstrate:

  • Demonstrated Experience: Minimum of 3 years of verifiable experience serving as an Associate Program Manager (or equivalent role), leading complex, multi-phase digital initiatives from initiation through delivery.
  • Proven Track Record in Communication and Leadership: Evidence of successful project outcomes that required strong communication, leadership, and stakeholder engagement skills, including at least two completed projects where these skills were critical to success.
  • Agile Methodology Expertise: Minimum of 3 years of experience applying Agile methodologies (e.g., Scrum, Kanban, SAFe) in enterprise-level projects. Vendor should have at least one team member with a current Agile certification, such as PMI-ACP, Certified ScrumMaster (CSM), or SAFe Agilist.
  • Two (2) years' experiences designing, developing and implementing solutions in the Adobe Experience Manager (AEM) Forms platform.
  • Two (2) years' experiences leading and performing development and support of AEM Forms/Interactive Communications (AEM 6.5) solutions
  • Two (2) years' experiences with OSGi software development on a J2EE/OSGi AEM platform

Adobe Suite Expertise:

  • Familiarity with other Adobe products, especially Adobe Analytics for tracking user engagement and Adobe Target for personalized content delivery.
  • Experience with Adobe Launch and Adobe Campaign (for email integration) is a plus
