Position Title: Program/Project Manager, Federal IT Solutions - Salesforce
Location: Remote with travel to DC approx. every 6 weeks
Security Clearance: Must be able to obtain and maintain an Active U.S. Government Secret (or higher) clearance
Qualifications
Federal Experience:
- Minimum 8 years of progressive Program/Project Management experience in federal IT, with at least 5 years managing programs with $5 million + ACV or direct accountability for 25 + resources.
- Demonstrable success leading CRM modernization, cloud migrations, or enterprise GIS implementations in FedRAMP High/Moderate environments.
- Proficient understanding of federal acquisition frameworks (FAR, GSA Schedules, IDIQ/BPA vehicles), as well as hands-on experience with task orders, contract modifications, and funding increments.
Technical Acumen:
- Hands-on familiarity with project management and collaboration tools: Microsoft Project Online, JIRA or Rally for Agile tracking, Confluence or SharePoint for documentation, and Planview or similar for portfolio management.
- Working knowledge of DevSecOps pipelines (Jenkins, GitLab CI/CD), Infrastructure as Code (Terraform, AWS CloudFormation), and automated testing frameworks (Selenium, JUnit).
- Experience coordinating with cybersecurity frameworks: NIST 800-53 Rev. 4/5, Risk Management Framework (RMF), FedRAMP Authorization to Operate (ATO) processes.
- Security Clearance: Must be able to obtain and maintain an Active U.S. Government Secret (or higher) clearance.
Education:
Bachelor s degree in information technology, Computer Science, Business Administration, or related discipline. Master s degree (e.g., MBA, MPM, M.S. in Computer Science) preferred.
Certifications:
- Project Management Professional (PMP) PMI (Required)
- SAFe Program Consultant (SPC) or SAFe Scrum Master/Product Owner (Required)
- ITIL Foundation or equivalent Service Management certification (Preferred)
Preferred Qualifications
- Advanced Degrees: M.S. in Information Systems, M.S. in Cybersecurity, or MBA with an IT focus.
- Domain Expertise: Prior experience with agricultural programs. Familiarity with GIS-based workflows, land-management applications, or financialassistance systems for public-sector stakeholders.
- Leadership Certifications: Lean Six Sigma Green/Black Belt, SAFe Agile Coach (SPC), or PMP - PMI Agile Certified Practitioner (PMI-ACP).
- Cloud Platforms: Prior hands-on work with AWS GovCloud, Salesforce Gov Cloud, Salesforce Public Sector Solutons for FedRAMP High workloads; familiarity with containerization (Docker, Kubernetes) a plus.
- Mobile-First Delivery: Understanding of mobile optimization best practices, responsive design, and site configuration for external user portals.
- Interpersonal Skills: Exceptional written and oral communication skills capable of briefing senior federal executives, leading cross-agency steering committees, and negotiating trade-offs under tight deadlines.
Position Summary:
Clarus Group is seeking a seasoned Program/Project Manager to lead multimillion-dollar IT implementations across federal civilian and defense portfolios. In this role, you will be the primary architect of project execution from inception through closeout ensuring that deliverables align with client objectives, budget targets, and schedule milestones. You will oversee cross-functional teams (25+ members), manage budgets in excess of $5 million ACV, and serve as the single point of accountability for program success. Your deep understanding of federal acquisition procedures (FAR, GSA schedule vehicles, IDIQs) and mastery of Agile/SAFe methodologies will be critical to driving high-quality, on-time, on-budget delivery.
Program Strategy & Planning
- Develop and maintain an Integrated Master Schedule (IMS) that reflects all project streams (e.g., requirements analysis, development, testing, deployment, transition).
- Own the Program Management Plan (PMP), encompassing scope definition, Work Breakdown Structure (WBS), resource forecasting, risk/issue management, and quality assurance processes.
- Coordinate with Clarus Group leadership and agency stakeholders to align priorities, budgetary constraints, and compliance requirements.
Stakeholder Engagement & Communication
- Serve as the principal liaison to federal clients (Program Managers, CIOs, Contracting Officers, Component Leads), articulating program status, risks, and change requests.
- Facilitate regular program reviews: steering committee briefs, executive dashboards, and monthly red/amber/green performance reports.
- Ensure transparent, timely communication among internal teams, subcontractors, and third-party vendors.
Financial Management & Contract Compliance
- Own program budgets ($5 million+ ACV), tracking actuals, forecasting spend profiles, and conducting cost variance analyses.
- Lead invoicing and financial reconciliation in accordance with FAR, Cost Accounting Standards (CAS), and agency billing protocols.
- Oversee deliverable acceptance milestones tied to Payment Terms; manage Contract Modifications and Funding Increment Tasks (FITs).
Team Leadership & Agile Delivery
- Direct a geographically distributed team, including Scrum Masters, Product Owners, Business Analysts, Developers, QA/Test Engineers, and UX/UI designers.
- Champion Agile/SAFe best practices: plan and facilitate Program Increment (PI) Planning events, iteration sprint reviews, retrospectives, and daily stand-ups.
- Mentor project leads in test automation, CI/CD pipelines, and DevSecOps integration to foster a culture of continuous improvement and high-quality code releases.
Risk, Issue & Change Management
- Implement a formal Risk Management framework: identify, assess, and prioritize program-level risks; lead cross-functional Risk Review Boards; and maintain a dynamic Risk & Mitigation Register.
- Enforce a controlled Change Management process: evaluate scope or schedule change requests, quantify impact (cost, schedule, technical), and secure stakeholder approval before proceeding.
- Collaborate with Information System Security Officers (ISSOs) to oversee Authority to Operate (ATO) milestones, RMF documentation, and continuous monitoring activities.
Quality Assurance & Performance Metrics
- Define Key Performance Indicators (KPIs) such as Schedule Performance Index (SPI), Cost Performance Index (CPI), defect density, and user satisfaction scores; monitor and report on these metrics weekly.
- Oversee System Integration Testing (SIT), User Acceptance Testing (UAT), and Operational Acceptance Testing (OAT) exercises ensuring all program deliverables meet or exceed agreed-upon acceptance criteria.
- Drive implementation of Service Level Agreements (SLAs) and maintain a high bar for customer satisfaction (target 4.5 / 5 in client pulse surveys).
