Job Details

Position Overview:
We are seeking a dynamic and highly organized Project Manager / Business Analyst to lead the planning, documentation, and execution of software and systems-related initiatives. This role will support project lifecycle management, vendor coordination, application configuration, user support, and public meeting facilitation. The ideal candidate will have excellent communication skills, experience working with vendors and senior-level stakeholders, and the ability to adapt in a fast-paced, evolving environment.

 

Key Responsibilities:

Project Management & Business Analysis

  • Prepare comprehensive project documentation, including proposals, schedules, change requests, and closure reports

  • Elicit, develop, and document business and technical requirements; analyze and organize them for clarity and implementation

  • Create detailed technical specifications, software test plans, and user guides

  • Conduct thorough quality assurance testing to validate functionality and ensure systems meet requirements

  • Maintain accurate and up-to-date documentation for all application processes and workflows

  • Create and manage documentation related to RFPs, RFBs, and ETBs

  • Train end users on both new and existing systems to support adoption and maximize productivity

Vendor Collaboration & Software Configuration

  • Collaborate with vendors to ensure alignment on deliverables, manage timelines, and resolve issues

  • Lead and participate in software product implementations in coordination with vendor teams

  • Configure and manage vended software systems using administrative tools (no coding required)

  • Implement approved system changes and enhancements through system interfaces

User Management & Support

  • Provide direct user support including troubleshooting, issue resolution, and ongoing assistance

  • Serve as the primary point of contact for all software-related support issues

  • Support and assist with the setup and operation of Board of Supervisor meetings

  • Comfortable working with technical teams, vendors, senior management, and end users

  • Skilled in meeting facilitation and cross-functional collaboration

  • Capable of working independently with minimal supervision

  • Experience working with executive-level stakeholders is a plus

  • Flexible, adaptable, and open to learning new systems and tools

  • Willingness to work extended hours when required

  • Ability to interpret complex data and clearly communicate insights to stakeholders
