Job Description:
The Biometric Subject Matter Expert (SME) will play a critical role in supporting the CUSTOMER's efforts to maintain and enhance their biometric systems and standards. This position requires a highly skilled professional with extensive experience in biometric data analysis, standards compliance, and system interoperability. The Biometric SME will be responsible for ensuring that the CUSTOMER's Electronic Biometric Transmission Specification (EBTS) is up-to-date and compliant with the latest standards and technologies.

Job Description:

Key Responsibilities:
- Research and Analysis:
- Attend scheduled EBTS Working Group meetings, Standards meetings, and additional meetings as required.
- Research and analyze Next Generation Identification (NGI) changes and address required updates in the CUSTOMER EBTS specification.
- Specification Maintenance:
- Assist in maintaining and updating the existing CUSTOMER EBTS specification to incorporate new biometric technologies, services, and ITL updates.
- Utilize Adobe InDesign Version CC 2015 or newer for document updates.
- Standards Compliance:
- Assist the Government in updating the CUSTOMER EBTS to comply with ANSI/NIST ITL Standards.
- Review, evaluate, and provide guidance on applicable standards and specifications, including ANSI/NIST ITL, INCITS, and ISO documents.
- Provide document review comments and ballot votes by required deadlines.
- Committee Participation:
- Participate as a committee member on the INCITS and ISO standards groups, attending meetings as required (four times a year for INCITS and twice a year for ISO).
- Engage in additional Working Group Meetings, Ad Hoc, and Expert Group Meetings as directed by the CUSTOMER.
- Agency Collaboration:
- Participate in additional agency meetings as directed by the CUSTOMER.
- Provide tracking and traceability of applicable biometric standards and specifications, including detailed document reviews, Action Items, and ballot votes.
- Data Management:
- Establish a mechanism to ensure project data is accurate, complete, and available to CUSTOMER personnel identified by the Contracting Officer (CO) or Contracting Officer's Representative (COR).
Experience Requirements:
Required Qualifications:
- At least five years of experience with the review and evaluation of biometric data in large biometric systems, including fingerprint records and biographic information.
- Experience with Electronic Biometric Transmission Specification (EBTS).
- Experience with ANSI/NIST-ITL, INCITS Biometric Standards, ISO Biometric Standards, and Governing Procedures.
- Experience with interoperability between large biometric systems using different specifications.
Education Requirements:
- Bachelor of Science Degree in Engineering, Computer Science, Biometrics, Forensics, or a closely related technical field, or 10 years of direct relevant experience.
- Master's Degree in a related technical field.
