Job Overview

The HL7 FHIR Interoperability Specialist will lead strategic FHIR projects, build agency readiness for adopting public health FHIR solutions, develop an FHIR roadmap, and support HL7 FHIR interoperability initiatives (including the HL7 Helios FHIR Accelerator focus areas). The role also includes enhancing electronic data interchange (EDI) interoperability infrastructure and architecture in alignment with TDH's data modernization efforts.



Responsibilities

Interface Implementation

  • Design, test, and implement electronic interfaces aligned with HL7 FHIR standards and public health program requirements.

  • Apply informatics principles to ensure data transport and interoperability using HL7 FHIR standards.

  • Support HL7 FHIR interoperability projects, including HL7 Helios FHIR Accelerator focus areas.




Technical Support and Documentation

  • Provide HL7 FHIR subject matter expertise and hands-on technical guidance for interoperability projects, including interface design and data flow.

  • Develop and maintain documentation for FHIR interface workflows, quality assurance processes, and troubleshooting guides.

  • Participate in and facilitate interoperability-related meetings, offering technical recommendations and leading implementation discussions.




Strategy and Planning

  • Lead strategic planning to assess agency-level FHIR readiness and build capacity for adopting public health FHIR solutions.

  • Assist with EDI interoperability governance, infrastructure, and architecture enhancement activities.




Interoperability Standards

  • Maintain current knowledge of emerging public health interoperability standards and advise on their implications.

  • Participate in public health standards development activities, focusing on specifications critical to TDH program implementation requirements.




Required Education

  • Bachelor's degree in Public Health Informatics, Epidemiology, Computer Science, Computer Information Science, or a related Information Technology field.




Preferred Education

  • PhD or Master's degree in Public Health Informatics, Epidemiology, Computer Science, Computer Information Science, or a related IT field, with at least 2 years of relevant HL7 FHIR experience.




Required Experience

  • Minimum of 5 years of HL7 FHIR experience.




Preferred Experience

  • Hands-on FHIR implementation and interface work with public health or clinical information systems.

  • Familiarity with HL7 FHIR implementation guides.

  • Experience with electronic data interchange (EDI) engines such as Rhapsody.

  • Providing technical training on FHIR interoperability standards.

  • Aligning technical workflows and data initiatives with state and federal public health priorities and FHIR interoperability standards.
