Description

SAIC is seeking a OPIR Systems Engineer to provide Systems Engineer Technical Advisor (SETA) services for a critical position the Landmark GSS program in Chantilly, VA area.

Landmark GSS supports the NRO's Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.

The OPIR Systems Engineer support an OPIR Joint customer Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity-based intelligence information. The OPIR Systems Engineer will provide SETA support as a Systems Engineer and will be responsible for providing Joint Intelligence Community Government project leads with the planning, organizing and management of the integration and sustainment of OPIR ground systems into the operational site.

Responsibilities to include:
  • Assists government with overseeing delivery activities from RFC review through Operations Acceptance Review (OAR).
  • Functions as the interface between the system users, the program office and the systems developers to ensure that requirements and user needs are met.
  • Maintains awareness of a technical familiarity with new programs in development planned for delivery to the site to include potential impacts to existing legacy systems.
  • Interacts with program office and developers to maintain cognizance of delivery status.
  • Provides guidance to development programs under the Program Sustainment and Integration (PSI) government lead's purview.
  • Maintains strong working knowledge of established integration standards (e.g., NRO Site Integration Standards (NSIS), Ground Enterprise Directorate (GED) Integration and Readiness Guide, Cloud Adoption Guide to verify and report on compliance by delivering organizations.
  • Participates in document review, technical meetings, testing activities, and milestone meetings as directed to identify, report and resolve any potential integration issues.
  • Supplies technical recommendations to the government lead for milestone decisions (ORR, TTO, OAR, etc.)
  • Works with site operations personnel during Operational Readiness Demonstration (ORD) periods to ensure delivered products meet user needs.
  • Participates in and responds to identified actions from ORD status meetings.
  • Employs Agile (SCRUM) techniques to create and status stories and epics for PSI specific activities included in the program office agile development tracking.
  • Reviews program acquisition and milestone delivery documents for accuracy and completeness - RFC, Milestone Briefings, etc.
  • Supports government in facilitating integration of related DoD and C2S capabilities.
  • Acquires certification (as necessary) as an NGA Data Transfer Officer (DTO) to support transfer of developer provided software onto OPIR systems.
  • Responsible for tracking progress and compliance with acquisition/integration milestones and installation delivery requirements for all GED Integrated System Program Office (ISPO) delivered capabilities.
  • Provides current operations support, including daily review of operational issues and logs for morning briefing, to onsite leadership.
  • Supports government in directing and monitoring activities related to anomaly resolution; provides verbal and written updates to site and program office management.
  • Monitors outage reports and discrepancy system for new and ongoing problems
  • Assists program developers with setting priorities for content of software deliveries based on operational needs/priority requests.
  • Participates in recurring status and program management meetings.
  • Provides status updates as needed.
  • Generates activity reports, anomaly reports and monthly metrics for discrepancy reports as requested.
  • Builds informational and decisional briefs and documents as requested.
  • Participates in program management reviews.
  • Manages system software license renewals.
  • Interacts with site security personnel to facilitate visitor access.

Qualifications

Required Education and Experience:
  • Bachelor's and nine (9) years or more experience; Masters and seven (7) years or more experience or PhD or JD and four (4) years or more experience. Additional experience can be considered in lieu of degree.
  • Active Top Secret/SCI security clearance with a Polygraph
  • Strong verbal/written communication skills and facilitation skills to effectively lead discussions across multiple groups.
  • Working knowledge of AGILE Scrum and SAFe software development methods
  • Working knowledge of IC principles, procedures
