Job Description
The Railroad Commission of Texas requires the services of one Mainframe z/OS Systems Programmer, hereafter referred to as Candidate(s), who meets the general qualifications of a Legacy Level 2 Software Engineer and the specifications outlined in this document for the Railroad Commission of Texas.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Railroad Commission of Texas. This may include pre-selection requirements that potential vendors and their candidates submit to and satisfy criminal background checks as authorized by Texas law. The Railroad Commission of Texas will pay no fees for interviews or discussions which occur during the process of selecting a candidate.

Job Description

- Work involves highly advanced (senior-level) systems administration in support of agency mainframe applications and supporting infrastructure.
- Coordinate day-to-day system administration functions such as mainframe configuration, break/fix system support, and base user account creation/support.
- Perform routine system administration functions including security administration support, performance monitoring, security monitoring, and system maintenance.
- Support data entry and control work processes, oversee and coordinate mainframe operations in the State's Consolidated Data Center Services (DCS).
- Collaborate with Network Administration, Customer Support, and Applications Development & Support teams to provide support for daily mainframe operations.
- Experience with Informatica Power Exchange Administration for Change Data Capture processing using mainframe data sources and targets (IMS and VSAM) is a plus.
- Apply expert knowledge and experience as a Mainframe z/OS Systems Programmer to support both the needs of the Legacy Systems and the Mainframe Transformation Team.
Worker Skills and Qualifications
- Provide primary support as the subject matter expert for z/OS operating systems and components.
- Provide technical support in planning, implementation, and testing of releases, upgrades, or changes to z/OS operating systems, networks, and component software.
- Provide end-user support for Independent Software Vendor (ISV) products such as BlueZone.
- Provide primary administration and end-user support for SCLM.
- Provide input and recommendations for hardware capacity planning.
- Provide primary administrative support for CICS and IMS.
- Diagnose platform, software, and product issues; perform root cause analysis.
- Analyze performance issues and provide recommendations for capacity planning.
- Provide recommendations for system-wide performance tuning.
- Provide input and recommendations for system parameters and libraries management.
- Provide technical consultation and support to other IT technical teams.
- Provide technical leadership on internal projects or participate on project teams impacting the z/OS platform.
- Support integration testing of new products with existing applications and user procedures.
- Maintain and provide technical support for Mainframe Production Control, Support Jobs, and monthly Mainframe Job Scheduler.
Candidate Skills and Qualifications
- 5 years of experience with z/OS Systems Programming.
- 5 years of experience with JES2, z/OS Unix System Services (OMVS), and Storage Management Subsystem (SMS).
- 3 years of experience with TSS (Top Secret Security).
- 3 years of experience with performance monitoring including initial analysis of performance issues.
- 2 years of experience with REXX.
- 3 years of experience preferred with Informatica Power Exchange Administration.
- 3 years of working knowledge preferred with z/OS Operation, z/OS Networking (VTAM, TCP/IP).
- 3 years of working knowledge preferred with z/OS-centric job scheduling and management software (JOBTRAC), terminal emulator software (BlueZone), and VTAM Session Manager Software (VTAM/SWITCH).
- 3 years of working knowledge preferred with SMP/E, RMF, SMF, WLM, JCL, and GRS.
- 3 years of working knowledge preferred with VSAM and TSO.
- 3 years of experience preferred with TLS configuration (certificates, SSL - RSA Keys, SFTP, FTPS).
- 3 years of experience preferred with SCLM (or similar configuration management tools), specifically configuration and administration of SCLM.
- 3 years of experience preferred with CPM for JOBTRAC.
