Job Title: Project Manager

Role Summary
- Responsible for planning, budgeting, overseeing, and documenting all aspects of assigned projects.
- May manage projects independently or lead teams to ensure successful delivery.
- Expected to rely on experience and sound judgment to accomplish organizational goals.
Key Responsibilities
- Lead project planning, scheduling, budgeting, and execution across multiple initiatives.
- Develop and maintain all required project documentation in alignment with organizational and industry standards.
- Oversee resource allocation, work plans, timelines, and deliverables.
- Facilitate effective collaboration among IT, analytics, business stakeholders, and leadership.
- Manage the end-to-end project management lifecycle (PMLC) and support the software development lifecycle (SDLC).
- Align project strategy and roadmap with business and technical teams.
- Conduct procurement exercises, including defining service requirements and scopes of work.
- Identify project risks, develop mitigation strategies, and escalate issues when necessary.
- Track and manage full project budgets, including entering actuals in designated tracking tools.
- Lead Agile ceremonies: sprint planning, backlog grooming, daily scrums, retrospectives, and Kanban workflows.
- Oversee day-to-day project operations and cross-functional coordination.
- Prepare and deliver project progress updates to leadership and stakeholders.
- Ensure project deliverables comply with state/federal standards and organizational requirements.
- Perform other duties as assigned.
Minimum Qualifications
(Candidates who do not meet minimums may not be considered)
Required
- 8+ years IT project management experience.
- 8+ years in the technology domain involving data management (data warehouses, data lakes), analytics/BI, web-based development, or SOA-related solutions.
- Excellent verbal and written communication skills.
- Strong experience producing clear, concise project documentation.
- Team leadership including meetings, task assignment, mentoring, and facilitation.
- Proven risk management and progress monitoring skills.
- Experience providing executive updates and communicating project progress/issues.
- Expert-level problem-solving and conflict-resolution skills.
- Full lifecycle experience with PMLC and SDLC.
- Experience managing and tracking full project budgets.
- Strong Agile project management experience (sprint planning, backlog grooming, scrums, retrospectives, Kanban).
- Active PMP Certification.
Preferred
- Experience in the healthcare or public health domain.
- Experience managing multi-agency or cross-department initiatives.
- Experience working in a government or Health & Human Services-type organization.
- Experience coordinating with sprint teams and managing Agile delivery workflows.
- Strong ability to manage resources in a matrixed environment.
- Experience developing and executing project management plans, work plans, and quality plans.
- End-to-end lifecycle experience from requirements analysis to deployment.
- Experience building and managing high-performing IT project teams.
- Experience with access and eligibility related programs.
