Job Description:
  • The Data Analyst will serve as a project leader supporting the integration and development of information technology initiatives for work zones across the state.
  • This role focuses on advanced systems analysis, the design and maintenance of decision support tools, and collaboration between the Division of Construction and the Office of Information Technology (OIT).
  • The analyst will work to improve data-driven decision-making, enhance real-time situational awareness, and implement innovative traffic and construction technologies.
Responsibilities:
  • Analyze crash data (fatalities, injuries, crash counts), safety surrogate data (speed differentials, hard braking), operational metrics (speeds, queue lengths), and exposure data (lane closures, vehicle-miles traveled).
  • Act as the ITS lead, bridging the Division of Construction and OIT for work zone data initiatives.
  • Collaborate with KYTC teams and business users to deliver BI solutions tailored to evolving needs.
  • Review and contribute to the Work Zone Data Exchange and integrations with 3rd-party navigation systems (e.g., GoKY).
  • Assist in developing systems such as a Work Zone/Lane Closure Notification System and GIS Construction Maps.
  • Support research efforts like the CMV Work Zone Notification Project.
  • Improve data quality, reliability, metadata documentation, and governance.
  • Monitor AASHTO and industry trends to support emerging tech (e.g., BIM/Digital Project Delivery).
  • Provide training to staff to grow technical capabilities and ensure readiness for future needs.
  • Create and present reports, dashboards, and visualizations using Tableau, Power BI, SAP BO, GIS, or cloud-based tools.
  • Train district personnel on data access, quality evaluation, and BI tool usage.
  • Develop and maintain educational content and web pages for traffic control techniques and work zone strategies.
  • Explain and document technologies such as Automated Speed Enforcement, Variable Speed Limits, Speed Harmonization, and Zipper Merging.
  • Propose and implement Big Data solutions in Construction Operations.
  • Coordinate district staff and vendors to ensure work zone technologies report accurate live data.
  • Support analyses using AASHTOWare PROJECT and related tools.
Requirement/Must Have:
  • Experience in data modeling (please specify tools used).
  • Experience with CADD modeling, particularly 3D and Bentley tools.
  • Familiarity with Autodesk tools and modeling technologies.
  • GIS experience, particularly using ESRI tools.
  • Experience in programming/scripting for process automation (please list languages/tools and months of experience).
  • Strong experience in business intelligence (BI) tools: Tableau, Power BI, SAP Business Objects.
  • Demonstrated ability to lead projects integrating real-time data platforms and alert systems.
  • Strong communication skills and experience training staff.
Should Have:
  • Experience developing dashboards, reports, and data visualizations.
  • Knowledge of transportation infrastructure technologies and safety systems.
  • Experience working with public-sector stakeholders and navigating government IT environments.
