Job Description:

Position Details
  • Title: Director of Project Management
  • Location: WV040 (Hybrid - on-site days vary), 700 WASHINGTON ST E, Charleston, West Virginia 25301
  • Work Hours: 8:00 AM - 5:00 PM ET
  • Rate: $65/hr USD


Project Summary

This role supports an Integrated Eligibility System in the Maintenance & Operations (M&O) phase, with significant functionality to be delivered under the M&O contract. The Director will lead large-scale initiatives, manage complex releases, and oversee vendor relationships.

Key Responsibilities
  • Lead release planning and ensure requirements are clear across dependent project streams
  • Manage risks and resolve challenges impacting scope, quality, and schedule
  • Oversee development and deployment of deliverables into production environments
  • Monitor progress to ensure timely releases within budget and quality standards
  • Communicate release plans, changes, and details to business teams
  • Manage deployment to test environments and produce implementation/run book plans
  • Conduct release readiness and milestone reviews
  • Validate release notes and lead deployment checklist execution
  • Ensure releases operate as expected post-deployment
  • Initiate and oversee development of technical guides and training for external functionality
  • Manage third-party vendor deliverables (e.g., Spanish Translation functionality)


Required Qualifications
  • 10+ years IT Project Management experience
  • 5+ years experience in Release Management across multiple teams
  • 5+ years experience managing projects for a State Medicaid Agency or large healthcare organization
  • PMP Certification (required)


Preferred Qualifications
  • 5+ years experience with Integrated Eligibility projects
  • 5+ years experience in M&O phase of project lifecycle
  • 10+ years hands-on experience with all aspects of the System Development Life Cycle (SDLC)
  • Experience facilitating Joint Application Design (JAD) sessions
  • Experience with ServiceNow
  • Proficiency in MS Office Suite, MS Project, and MS Visio


Ideal Candidate Profile
  • Strong background in healthcare or Medicaid projects
  • Proven ability to manage large-scale initiatives and complex releases
  • Skilled in vendor management, risk/issue resolution, and client relationship building
  • Comfortable working with large, matrixed teams and multiple stakeholders
