Top Technical Requirements

Position Overview

We are seeking a Senior Technical Project Manager (Contract Role) to lead projects that are part of major strategic initiatives and enterprise IT programs critical to supporting core infrastructures. Recent initiatives include:

  • Consolidation of multiple agencies into a unified core network.

  • Designing and modernizing network infrastructure to support statewide services.

  • Transformation of IT service delivery, including the rollout of enterprise solutions such as IT Contact Center, AI-driven tools, and Enterprise Analytics.

In this role, you will collaborate with cross-functional teams to lead large-scale, complex, and transformational IT projects that align with strategic objectives. You will work closely with teams across Operations, Service Management, Risk, Privacy, and Finance, managing all aspects of project delivery from planning through execution and closure ensuring transparency and successful outcomes.

Duties & Responsibilities

  • Lead cross-departmental initiatives, adapting to shifting priorities with an agile and solutions-oriented mindset.

  • Develop and maintain project plans, timelines, budgets, and executive presentations to track and communicate progress.

  • Gather and translate business requirements into technical specifications and project scope documentation.

  • Collaborate with technical leadership to ensure solutions align with standards while recommending optimal approaches when necessary.

  • Deliver project artifacts, including work breakdown structures, user stories, checklists, and budgets aligned with approved funding and staffing.

  • Facilitate assessments to evaluate project outcomes, identifying successes, gaps, and lessons learned.

  • Support the Strategy & Planning team in aligning projects with organizational priorities, maintaining PMO standards, and driving process improvements.

Required Knowledge, Skills & Capabilities

  • 10+ years of IT project management experience, including senior-level leadership with budget oversight.

  • Demonstrated ability to manage large-scale, complex IT programs.

  • Strong leadership and collaboration skills, with proven success influencing stakeholders at all levels.

  • Experience in organizational change management (OCM) and managing resistance during transitions.

  • Mastery of project management methodologies and governance frameworks (PMP, Agile, Scrum).

Preferred Knowledge, Skills & Capabilities

  • Strong leadership skills with the ability to navigate power dynamics and influence across silos.

  • Ability to communicate technical requirements clearly and simplify complex challenges.

  • Skilled in risk management, process redesign, and stakeholder engagement.

  • Familiarity with IT infrastructure, cloud hosting, and networking solutions.

  • Experience with procurement systems and IT construction delivery a plus.

  • Proficiency with project management tools (Microsoft Project, JIRA, etc.).

  • Project Management certifications (PMP, PM-ACP, CSM) preferred.

  • Prior experience in government or public-sector environments is advantageous.
