Title: Project Manager 3 (Engineering)
Location: Vancouver, WA (hybrid)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $70.47 $73.69 per hour
The role of the Engineering Project Manager is to plan, execute and finalize manager approved projects according to strict deadlines and within budget. This includes requesting resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan and schedule. The Engineering Project Manager also facilitates the project's objectives and monitors quality control throughout its life cycle.

Position Responsibilities:
- Monitor coordination and overall integration of technical activities in architecture or engineering projects.
- Confer with management, project teams, and other involved parties to discuss project specifications or procedures.
- Present and explain proposals, reports, or findings to stakeholders.
- Consult with clients to prepare/draft project specifications.
- Assess project feasibility by analyzing technology, resource needs and market demand.
- Review and/or recommend contracts or cost estimates.
- Draft policies, standards, or procedures for engineering and technical work and with management approval, assist with implementation.
- Facilitate and manage project development from beginning to end, making detailed plans to accomplish goals and directing the integration of technical activities.
- Recommend project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
- Draft/develop full-scale project plans and associated communications documents.
- Liaise with project stakeholders on an ongoing basis; effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
- Estimate and recommend the resources and participants needed to achieve project goals.
- Set and continually manage project expectations with team members and other stakeholders.
- Identify and work with management to resolve issues and conflicts within the project team.
- Identify and facilitate project dependencies and critical path.
- Plan and schedule project timelines and milestones using appropriate tools; track project milestones and deliverables.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- As determined by the manager, communicate the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
- Facilitate, coordinate and recommend changes in project scope, identify potential crises, and devise contingency plans.
- Review, and recommend approval for project design changes.
- Draft and recommend project success criteria and disseminate management approved criteria to involved parties throughout project life cycle.
- Build, develop, and grow any business relationships vital to the success of the project.
- Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
- Develop best practices and tools for project execution and management.
Position Requirements:
Education & Corresponding Experience
- A master's degree is preferred. Bachelor's degree in engineering, project management, business administration, computer science, or other closely related technical fields are preferred
- 10 years of experience is required with an applicable bachelor's degree.
- 12 years of experience is required with bachelor's degree not in applicable fields.
- 14 years direct work experience is required with no Degree.
- Experience should include project management experience on projects relating to some or all the following: (Utility Physical Security and Compliance; High Voltage Substation; and/or Telecommunication Systems).
Required Technical Skills & Experience
- 5 years of demonstrated project management experience on projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans
- Experience accurately assessing and estimating project costs.
- Experience writing and understanding functional and technical specifications
- Experience with developing project schedule timelines to reflect major tasks (planning, design, procurement, construction, testing).
- Experience with SharePoint or similar program.
- Experience with Visio or similar program.
- Experience with MS Project or similar program.
- PMI or PMP certification.
- Demonstrated proficiency with ArcMap or similar GIS program
- Experience with electric utility industry data.
- Working knowledge of the Electrical Substation environment, functional and technical specifications, and life-cycle management.
