Overview

Tactica Solutions is seeking an experienced Security Manager to support the building of a newly constructed Intelligence Community Directive (ICD) 705 compliant Sensitive Compartmented Information Facility (SCIF) which meets physical and TEMPEST final accreditation at the Naval Reactors Headquarters (NRHQ) Building.

Typical Job Duties and Tasks:

  • ICD 705 Interpretation: Interpret and implement ICD 705 and related policy/regulatory documents, including newly promulgated Version 1.5 policy.
  • Design and Implementation Support: Provide support for conceptual and implementation design related to SCIF design and construction
  • General Contractor Vendor Support: Collaborate with the general contractor to achieve schedule milestones and certify application of milestones.
  • Documentation Development: Develop required documentation (e.g., CSP, FFC, Pre-Construction Checklist, TEMPEST Checklist) for submission to the AO for approval.
  • Subject Matter Expert (SME) Support: Support Cognizant Security Agency (CSA) and AO with inquiries and Requests for Information.
  • Design Review Support: Review all drawings and designs at mandated intervals, providing comments and written recommendations to ensure ICD 705 compliance is adhered to in drawings, construction reviews, implementation plans, and other associated documents as requested by the customer or physical and technical security requirements.
  • Progress Inspections: Perform progress inspections during both phases of the project.
  • Meeting Participation: Participate in construction meetings during all phases as well as virtual working sessions to review design plans and requirements that may need to be incorporated within related construction documents, as needed.
  • Procedure Implementation: Implement procedures levied by the AO for the approved CSP.
  • Security Oversight: Provide security oversight of construction in accordance with ICD 705 and TEMPEST best practices.
  • Material Controls: Develop and implement material controls.
  • Site Access Controls: Establish and manage site access controls.
  • Primary Liaison: Act as the primary point of contact between the construction team and CSA/AO.
  • RF/Sound Attenuation Testing: Coordinate instrumented RF/sound attenuation testing as required.
  • Final Documentation Submission: Finalize all requisite documentation for submission to AO for Final Accreditation TEMPEST/Physical) (i.e., Construction Security Plan,
  • Fixed Facility Checklist, TEMPEST Forms, A and B, drawings, etc.).
  • Oversight of Radio Frequency (RF) Shielding/TEMPEST: Provide oversight of all aspects of RF shielding and TEMPEST counter-measure requirements.
  • Comment Mitigation: Assist with review and incorporation of AO comments to mitigate issues not required under ICD 705.
  • Request for Proposal (RFP) and Request for Information (RFI) Review: Review, comment, and assist with all RFP and RFI actions
  • CSP Guidance: Generate and provide guidance on the CSP as a living document.
  • Proactive Document Submission: Assist with proactive submission of forms and documents for initial and final accreditation
  • Pre-Inspection Meetings: Attend on-site pre-inspections to outline non-compliant ICD 705 standards before Accrediting Official walk-thru inspections.


Responsibilities

Requirements:

  • Requirements - Knowledge, Skills, and Abilities
  • High School/GED with a minimum of 10 years of relevant expertise and experience
  • Demonstrated advanced skillset in SCIF final approval accreditation support
  • Expert knowledge of SCIF construction and standards, including comprehensive design and review experience
  • Advanced proficiency in reading and interpreting blueprints
  • In-depth understanding of SCI/SCIF physical and technical standards (i.e., RF Shielding requirements, TEMPEST requirements, Sound Transmission Class (STC) attenuation standards, etc.)
  • Expert knowledge of the Defense Intelligence Agency (DIA) accreditation process and the ability to interpret Director of National Intelligence (DNI) policies


Required Security Clearance

  • Active DOE 'Q' Level security clearance required prior to start (or equivalent Top Secret DoD clearance)

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to 25 pounds as necessary.
