Navarro Research and Engineering is recruiting for a Monitoring & Control Systems Engineering Manager in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

Navarro-ATL is seeking an engineering manager to lead a team of engineers responsible for the maintenance of industrial control systems (ICS) at the 222-S Laboratory complex on the Hanford site. ICS support the safe and reliable operation of an analytical services laboratory handling radioactive materials in support of the Hanford mission. ICS include ventilation control system, standalone PLC applications, local area network for analytical instrumentation, and applications for data retrieval from e-tools. The successful candidate will report to the Facilities Engineering Manager and have direct responsibility for the performance of the team and responding to Analytical and Operations organizations relying on control systems and networks for continued operations.

Responsibilities:
  • Promote a positive, safety-conscious, and collaborative work environment consistent with the Navarro-ATL mission, vision, and values
  • Implement ISMS, VPP, HPI, and EMS responsibilities within their area of responsibility
  • Effectively lead members of the monitoring and control systems engineering team including encouraging their professional development and establishing arrangements that allow them to perform effectively in their area.
  • Establish monitoring and control systems engineering project delivery strategies including engagement of the supply chain and services provided by Other Hanford Contractors.
  • Lead the development and maintain control of the monitoring and control system engineering elements of the project baseline including scope, schedule, and budget.
  • Maintain sufficient staffing levels for effective engineering support of ICS, including spares, software, and documentation for effective configuration management.
  • Proactively liaise with the Facilities Engineering Manager, other Navarro-ATL functional managers, DOE-ORP, and supply chain organizations in a concerted effort to match resource requirements with suitable candidate availability.
  • Ensure that robust Design Authority (DA) arrangements are established and maintained in accordance with Navarro-ATL Engineering Program Management Plan for the life of the project. This includes ensuring DA appointments are made, design agency interactions are established, and associated roles and responsibilities are agreed, understood by role holders, and communicated to appropriate parties.
  • Ensure arrangements are established to provide timely and cost-effective access to supply chain support.
  • Ensure proper identification and implementation of engineering processes, procedures, standards and, codes of practice to be used for the delivery of the project. Maintain compliance with DOE O 420.1C, Facility Safety.
  • Lead the provision of engineering support during design, procurement, fabrication, construction, testing, and turn-over of ICS scope within projects, and during ongoing facility maintenance activities.
  • In conjunction with operations and project management, generate periodic forecasts of the in-house and external support organization resource needs required to meet project needs.
  • Monitor, review and report on ICS engineering status including progress against schedules and cost position and implement recovery actions as required.
  • Manage activities to strengthen ICS against cyber threats.
  • Manage maintenance of operational technology network.
  • Establish and maintain software quality assurance program compliant with ASME NQA-1 sub-part 2.7 to support software lifecycle activities on each ICS.

Requirements

Minimum Qualifications:
  • BS Degree in Engineering
  • 12 years directly related ICS experience, including software quality assurance

Preferred Qualifications:
  • BS Degree in Engineering and 15 years of directly related ICS experience, including software quality assurance
  • A Hanford Engineering Qualification
  • 10 years nuclear industry experience
  • Knowledge of ICS platforms including Johnson Controls, Schneider Electric/Modicon, and Allen-Bradley
  • Knowledge of local area networks
  • Working knowledge of SmartPlant Foundation
  • Experience in application of DOE O 205.1C and NIST SP 800-53
  • Excellent written and verbal communication skills

Annual Salary Range (based on full-time 40 hours per week)

Grade 21: $138,700 - $174,900

Grade 22: $155,625 - $204,775

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate's education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
