Role Summary
The Project Manager serves as the overall leader of the Commonwealth of Pennsylvania IT Staff Augmentation MSP program and is the primary point of contact with the Commonwealth. This role is accountable for strategy, service delivery, SLA performance, governance, risk and issue management, and for coordinating all MSP functional teams and subcontractors to ensure that agencies receive timely, high quality staffing support through the Vendor Management System (VMS).
Core Responsibilities
- Leads the MSP program in alignment with Commonwealth objectives by setting program strategy, defining the operating model, and ensuring that intake, sourcing, selection, onboarding, and ongoing workforce management processes are executed consistently across all participating agencies.
- Serves as the primary point of contact and trusted advisor to the Commonwealth?s contract and program leadership, builds and maintains strong executive and operational relationships, and ensures clear, proactive communication on program performance, risks, issues, and opportunities for improvement.
- Owns overall SLA and KPI performance for the MSP, including time to submit, fill rates, quality of hires, supplier participation, worker retention, and customer satisfaction, and uses data from the VMS and other tools to monitor trends, identify root causes, and drive continuous improvement.
- Directs and coaches, the Senior Account Manager and the Account Management team that supports individual agencies, ensures that requisitions are properly qualified and prioritized, and that hiring managers experience a consistent, high quality process for candidate submittals, interviews, offers, and onboarding.
- Provides leadership and direction to the Supplier Relationship Manager, VMS Administrator, Program Coordinator, Financial Analyst, and other MSP support roles, ensuring that supplier management, VMS configuration, reporting, training, compliance, and financial processes work together as an integrated program.
- Oversees supplier performance and optimization activities managed by the Supplier Relationship Manager, including supplier onboarding, rationalization, and scorecards, and ensures that the supplier network supports SDB and VBE participation goals and meets Commonwealth standards for quality, ethics, and compliance.
- Ensures that the VMS is configured, maintained, and enhanced to support Commonwealth ordering processes, security and privacy requirements, digital accessibility expectations, and reporting needs, and that agencies, suppliers, and internal MSP staff are trained in how to use the system effectively.
- Governs program operations through regular cadence meetings and business reviews with Commonwealth stakeholders, presents program dashboards and analytics, highlights risks and emerging needs, and proposes data driven recommendations for process refinement and program expansion.
- Ensures contract, policy, and regulatory compliance across the MSP, including adherence to Commonwealth background check requirements, confidentiality and data handling protocols, conflict of interest disclosure, non-enforcement of restrictive employment covenants for workers on the contract, and any agency specific onboarding or training requirements.
- Leads issue and escalation management for the MSP program by establishing clear escalation paths, triaging and resolving operational or supplier related issues, coordinating cross functional responses, and communicating outcomes and preventive actions to Commonwealth stakeholders.
- Drives continuous improvement and innovation within the program by analyzing financial and operational reports, identifying opportunities to improve cycle times, quality, and cost effectiveness, and championing process and technology enhancements that benefit agencies, suppliers, and workers.
- Partners with Innosoft leadership to support financial management of the MSP program, including understanding contract economics, monitoring revenue and cost drivers, and ensuring that service delivery decisions support both Commonwealth objectives and sustainable program performance.
- Builds and maintains a high performing MSP team by setting clear expectations, providing coaching and feedback, fostering collaboration across roles and subcontractors, and promoting a culture of accountability, ethics, customer focus, and continuous learning.
Requirements
Minimum Qualifications
- Bachelor?s degree in business, supply chain, human resources, information technology, or a related field. An advanced degree or relevant professional certification (for example PMP, CCWP, or similar) is preferred.
- At least five years of progressive experience managing large scale MSP, contingent workforce, staff augmentation, or procurement programs of similar size and complexity, including responsibility for client relationship management and SLA based service delivery.
- Demonstrated experience leading cross functional teams that include account management, supplier management, recruiting, operations, reporting, and technology functions, ideally in a public sector or highly regulated environment.
- Strong knowledge of Vendor Management System platforms and related analytics and reporting tools, and the ability to interpret data, identify trends, and develop actionable recommendations to improve program performance.
- Excellent oral and written communication skills, with the ability to present to executive stakeholders, facilitate governance meetings, resolve conflicts, and influence decisions in a collaborative, customer focused manner.
- Proven ability to manage multiple priorities in a fast-paced environment, exercise sound judgment, and maintain high standards of integrity, confidentiality, and compliance in all interactions with Commonwealth stakeholders, suppliers, candidates, and internal teams.
