Job Description
With guidance from the Director of Product Management, responsible for all aspects of the development life cycle of the systems used for municipal bond transparency and transaction reporting, primary and secondary market document submissions, and support of Information Technology department activities. Coordinates within and across cross-functional teams in the design, development, documentation, analysis, creation, testing, and modification of information systems or programs according to user and technical specifications.
Duties and Responsibilities
Proactively manage critical programs through the entire Systems Development Life Cycle by employing Project Management and Agile best practices and overseeing project activities, including schedule, scope, quality, communications, issue, and risk management.
Manage a team of employees, providing guidance, mentorship, and performance feedback to ensure individual and team goals are met while fostering professional growth and collaboration. Recruit, onboard, and provide appropriate training to the team
Maintain and validate project artifacts throughout all life cycle phases and upon program closeout, including completing and reviewing the artifact checklist.
Schedule Management: Develop a project schedule for all tasks based on team estimations. Coordinate with cross-functional teams to ensure timely project delivery by proactively driving cross-functional teams (including daily standups), managing the schedule, monitoring progress, removing obstacles, and escalating to the Director of Product Management immediately when program schedules are at risk. Identify, communicate, and track dependencies.
Scope Management: Monitor the scope of the projects. Escalate immediately to the Director of Product Management if a change to the scope is requested to understand the impact on the schedule and any subsequent project impact and to gain consensus across Stakeholders, Technology Leaders, and Senior Leadership regarding scope change
Issue Management: Track and manage issues. Employ an objective approach to issue resolution, working with cross-functional team members to understand all the critical data points to perform quantitative and qualitative analysis. Develop action plans with the team.
Risk Management: Track and manage risks. Work with the cross-functional team to identify risks, analyze risks, and identify and plan to mitigate risks.
Quality Management: Ensure that the system tester follows the Technology Testing Process, including a review of all project-related documentation, completion of a testing questionnaire, identification of all testing required, development of a comprehensive test plan, a peer review (for non-senior testers), execution of all testing, and completion of a Summary Test Report
Communications Management: Consistently adhere to the standard communication process for the Program Management Office, including bi-weekly Status Reports, Stakeholder Reviews, and timely ad-hoc communications as needed to keep Technology Leaders, Senior Leadership, and Stakeholders informed to make adjustments as needed
Release Management: Plan and oversee the cloud deployment model/process, working closely with IT Operations and Systems Development teams.
Coordinate development and test resources to investigate and resolve post-production bugs that have been prioritized by business, managing through the Technology Delivery Process
Manage and drive Change Requests through the Systems Development Life Cycle.
Maintain Team Boards and JIRA spaces and coordinate project backlog with Business
Employ a collaborative approach with cross-functional team members, technology leaders, and stakeholders to build solid working relationships
Continually evaluate internal processes and procedures, identify opportunities for improvement, and present to the Director of Product Management
Support cloud cost optimization and other efforts as assigned
Performs other duties as assigned

EDUCATION/QUALIFICATIONS
- Bachelor s degree in Business, Finance, Information Systems, or a related field. Minimum of three to five years of technical experience in data-driven analysis, configuration and change management practices, and project management.
- Experience in computer system development lifecycle practices, including Agile methods and process improvement analysis, implementation, and adoption. Experience with CI/CD pipeline and AWS Cloud Certification desired.
- Ability to effectively translate complex concepts and projects between the business owner or user, IT, and the organization (or external vendor).
- Strong organizational skills, attention to detail, adaptability, and an ability to work with minimal supervision.
- Excellent interpersonal skills and ability to influence others to achieve objectives.
- Excellent verbal and written communication skills, including presentation skills to small and large groups.
- Strong commitment to meeting expectations and goals, including timely and high-quality work.
