About this Position:
Job Title: Election Management System (EMS) Certification Manager
Mandatory Qualifications:
-
10+ years managing multidisciplinary teams of technical, business staff, consultants, and stakeholders.
-
10+ years preparing PMBOK-based project plans, schedules, risk/issue/change controls, and budget documents.
-
3+ years leading matrix teams of 15+ internal/external staff.
-
5+ years as primary Project Manager on $50M+ projects, overseeing full lifecycle from procurement to operations.
-
5+ years using Microsoft Project, Excel, and Visio.
-
5+ years on technology/software projects involving infrastructure, hardware/software, networks, state interfaces, and full SDLC.
-
5+ years facilitating issue, risk, and change management processes.
-
Knowledge of state election systems (voter registration, election procedures, list maintenance, online voter services).

1+ year developing stakeholder-targeted communications.

1+ year managing interface implementation, UAT, Help Desk, Change Control, and Data Conversion/Analysis.
Desirable Qualifications:

Experience managing large-scale integration projects with external system integrators.

Experience consolidating remote data into centralized databases.
-
Managed 24/7, high-volume, confidential data systems.

Managed multi-tier application development and deployment projects.
-
Expertise in system security, availability, backup/recovery, and performance for large databases and online systems.

Strong understanding of systems development, security, and data integrity for sensitive/confidential data.
-
Current PMP Certification (Project Management Institute).
