Job Overview

The Client is seeking an experienced Dynamics 365 / Power Platform Developer to support the design, development, and delivery of enterprise business solutions across state agencies. The ideal candidate will have deep expertise in Microsoft Dynamics 365 Customer Engagement, Power Apps, Power Automate, and Dataverse, with prior experience working in a Microsoft GCC tenant. This role requires a strong understanding of Virginia IT policies, governance, and enterprise architecture standards, along with the ability to collaborate with stakeholders, perform solution management, and ensure compliance with VITA standards.

Key Responsibilities
  • Serve as the primary point of contact and subject matter expert for all Dynamics 365 and Power Platform development efforts.
  • Lead requirements gathering, fit-gap analysis, solution design, configuration, implementation, testing, and ongoing support of D365 and Power Platform solutions.
  • Customize, configure, develop, and deploy solutions across Dynamics 365 Customer Engagement modules (Customer Service, Field Service, Sales).
  • Develop and maintain model-driven apps, canvas apps, Power Automate flows, and Dataverse integrations.
  • Manage solution lifecycle (managed/unmanaged solutions, environment variables, reusable components).
  • Create and integrate custom connectors, Azure Functions, and API integrations.
  • Configure and maintain role-based security models within Dynamics 365 and Power Platform.
  • Support data migration activities using appropriate tools and methodologies.
  • Leverage DevOps tools (Azure DevOps, GitHub Actions) for version control, build automation, and deployment pipelines.
  • Conduct troubleshooting and remediation of technical issues in D365 and Power Platform.
  • Provide mockups, prototypes, and solution recommendations that align with business needs and leverage Power Platform capabilities.
  • Adhere to Commonwealth IT policies, VITA standards, and governance requirements for solution delivery.
  • Develop and disseminate documentation (requirements, recommendations, technical analysis, system usage guidelines).
  • Act as a liaison between VITA and customer agencies, facilitating communication, issue tracking, and resolution.
  • Assist agencies in determining when to use Dynamics 365, Power Apps, or Power Automate versus other technology offerings, recommending optimal solutions.
  • Stay current on Microsoft licensing models and provide guidance to ensure cost-effective use of Dynamics 365 and Power Platform.

Required Skills & Experience
  • Demonstrated experience working in a Microsoft GCC tenant.
  • Strong hands-on experience with model-driven apps, canvas apps, Power Automate, and Dataverse.
  • Experience with Dynamics 365 Customer Engagement (Customer Service, Field Service, Sales).
  • Proficiency with custom connectors, Azure Functions, and API integrations.
  • Experience with solution management (managed/unmanaged), environment variables, and reusable components.
  • Strong knowledge of role-based security configuration in Power Platform and Dynamics 365.
  • Experience with data migration tools and methodologies.
  • Familiarity with DevOps practices (Azure DevOps, GitHub Actions) for Power Platform solutions.
  • Knowledge of Microsoft licensing models for Dynamics 365 and Power Platform.
  • Demonstrated ability in troubleshooting and resolving technical issues within D365 and Power Platform solutions.
  • Working knowledge of Commonwealth of Virginia IT policies, governance, and enterprise architecture standards.
  • Prior work experience with Virginia state agencies highly desired.
  • Strong communication and stakeholder engagement skills, with ability to act as a trusted advisor and liaison.

Preferred Qualifications
  • Microsoft Certifications in Power Platform or Dynamics 365 Customer Engagement.
  • Experience developing governance and best practice frameworks for enterprise-wide Power Platform usage.
  • Strong documentation and presentation skills with ability to prepare mockups, prototypes, and technical recommendations.
  • Familiarity with Commonwealth IT standards and processes.
