Position Title: Programmer Consultant
Location: 10311 Wilson Rd, Blythewood, SC 29016
Work Type: 100% Onsite during probation; Hybrid option available afterward
Duration: 12 Months (with potential for long-term extension)

Priority Location: Regional candidates from SC, GA, NC will be prioritized
Position Summary:
The State of South Carolina is seeking an experienced Programmer Consultant to support, develop, and maintain enterprise-level systems, including web services, batch applications, and business-critical platforms. The role will initially require onsite presence for direct collaboration with technical and business teams, with the possibility of hybrid work after the probationary period.
This is a rebid for a 36-month renewal with an expectation for long-term engagement. New applicants are encouraged to apply through a competitive interview process.
Responsibilities:

Analyze current business applications, including web services and batch systems

Lead the diagnosis and resolution of assigned system issues

Design and propose scalable, efficient technical solutions

Develop, test, and promote application changes while ensuring they meet functional requirements

Collaborate with impacted stakeholders to gather feedback and align on functionality

Provide regular status updates to management
Required Skills & Experience:
-
8+ years of development experience using Micro Focus Visual COBOL on Windows Server 2019/2022, including batch and IIS environments
-
4+ years of development experience using Visual Studio 2019/2022, including debugging
-
4+ years of application programming experience with RDBMS such as Oracle or MS SQL
Preferred Skills:
-
5+ years of experience writing complex SQL queries for Oracle and MS SQL databases

2+ years of experience configuring and managing IIS
-
1+ year of experience with Microsoft C# and .NET
Education Requirements:

Bachelor s degree in Information Technology or a related discipline with at least 8 years of relevant experience
OR -
Minimum of 10 years of directly related professional experience in lieu of a degree
Preferred Certifications:
-
Microsoft technical certifications (considered in selection)
-
Micro Focus certifications (strongly preferred)

Initial work must be conducted onsite; hybrid work may be approved after onboarding

Long-term commitment is expected due to the nature of systems supported

Regional candidates from South Carolina, Georgia, or North Carolina will be given preference due to potential hybrid eligibility
***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen s client, allowing the user access to the required systems and technology.***
