Enterprise Architect
Project Overview
The Judicial Branch Information Technology Division (ITD) develops and maintains many computer systems including legacy and next generation applications that support various criminal court, public wellness, and national security matters throughout the lifecycle of a case. The ITD is seeking a consultant under the job title specified above to assist with designing and re-engineering various systems that support the exchange of emergency risk protection order data between law enforcement agencies, the courts, and other related service providers.

Scope of Work
In addition to the standard skills and experience for the job class, applicants should be prepared to discuss the following:
  • their achievements in the full and complete design of enterprise software solutions, and
  • their achievements in providing guidance to less experienced developers engineers technical competencies in the areas noted below.

Technical Competencies
  • .NET Framework (4.6.2 and up)
  • .NET 6 and above
  • .NET MVC 5
  • .NET Entity Framework 6 and Entity Framework CORE
  • .NET WEB API
  • Razor view and/or Blazer
  • SQL Server (2016 and up)
  • SSIS & SSRS
  • IIS (8.5 and up)
  • Azure Dev Ops
  • SQL Server Performance Skills
  • Optimize SQL queries (Query Execution Plans .. etc.,)
    • Simplify Index analysis
    • Resolve SQL Server deadlocks
    • Identify the root cause of SQL Server blockings
  • Bootstrap and JQuery
  • Messaging APIs
Additional Information
The selected candidate may work up to 40 hours per week from a duty station at ITD in East Hartford, with opportunities for remote work. The position may be renewed periodically based upon a consultant s performance and the availability of funding. Due to the sensitive nature of the project and potential assignments, the contractor also may be required to successfully complete a fingerprint-based background check and periodic security awareness training.
