Thorough understanding of Cobol mainframe development practices (10 + years)
In depth understanding of Structured Query Language (10+ years)
Strong customer service and relationship management experience
Interviews will be set up shortly after the posting close date.
MUST provide three (3) business references for the interview. (One reference must be a supervisory level.)
Candidate MUST be physically located in the United States. International candidates/phone numbers will not be accepted.
Candidate must follow ALL DCF work rules
Candidate must be available to perform all work during the Central Standard Time (CST) business hours 9:00 am 3 pm (or CST hours as defined by the hiring manager)

Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Local candidates preferred. This position is currently remote. However, position status is subject to change. (90% remote 10% onsite as needed) Onsite work is not likely, but candidate should be prepared to come onsite if required.
The client is looking for a results oriented and adaptable individual with a 'can do attitude' to provide application development and support for Department of Children and Families (DCF) CARES related mainframe applications. The ideal candidate will work as part of a team to develop and enhance mainframe applications using technologies such as COBOL and DB2 databases to implement maintenance & enhancement mainframe functionality.
projects within the Child Care Child Welfare (CCCW) section, maintain online and batch
application programs by reviewing, analyzing, coding, testing, and debugging application code.
They will develop specifications, diagrams, flowcharts and documentation. The CMP6 will
analyze and develop programs using COBOL, DB2, XML, and JCL for the new enhancements. The
CMP6 will implement application changes, enhancements and new applications and provide
post implementation support. Knowledge on .NET, C#, SQL Server are nice-to-have skills.
This position requires a bachelor's degree in a related area and 10+ years of experience in the
field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures.
Relies on experience and judgment to plan and accomplish goals.
- Be responsible for providing technical solutioning on complex eligibility application and its architecture.
- Works closely with the project lead and management to understand and prioritize
- project tasks. Solves complex technical problems. Understands business objectives and problems.
- Understand the requirements, analyze the system impact, develop process documents
- and flowcharts, design, code, unit/integration test and deploy using mainframe tools and technologies.
- Collaborate with analysts, QA, and business users to gather requirements and deliver solutions.
- Conduct code reviews and participate in unit and smoke testing.
- Create and maintain technical documentation, database models, and system architecture diagrams.
- Provide post-production support and resolve system issues in a timely manner.
- Ensure adherence to development standards, performance optimization, and security best practices.
- Selected candidate must provide copies of any/all certifications as part of the hiring process.
